DELEGATE GALLAGHER: Yes, sir.

THE CHAIRMAN: Are there any other
announcements by committee chairmen? Are
there any other announcements by any
other delegates?

(There was no response.)

Any delegates present now not present
at roll call this morning may indicate their
presence on the supplemental roll call. The
Clerk will record the supplemental roll call.

Remember, it will be our intention to
resume immediately upon the hour to which
we adjourn which, I assume, will be about
2:15 P.M. We will do so very promptly. We
will proceed immediately into the Com-
mittee of the Whole without consideration
of other matters on the agenda, such as the
motion for reconsideration, which will come
up next week, and endeavor to conclude
consideration of the education article before
adjourning this afternoon.

We do not plan to have a recess for
dinner or a night session. We do not plan a
session tomorrow or Monday and probably
will plan to resume Tuesday afternoon.
That has not been definitely decided. It will
be decided this afternoon after we talk to
the Chairman of the Committee on Style.

The Chairman recognizes Delegate Pow-
ers.

DELEGATE POWERS: Mr. President, I
move we recess until 2:15 P.M.

THE PRESIDENT: All those in favor,
signify by saying Aye; contrary No. The
Ayes have it. It is so ordered.

tion was recessed to reconvene at 2:15
P.M. on the same day.)

PRESIDING

THE PRESIDENT: The Convention will
please come to order.

Roll call.
(Whereupon, the roll was called.)

THE PRESIDENT: The Clerk will re-
cord the roll call.

There being a quorum present, the Con-
vention will please come to order.

As previously announced, Item 7-A on
the agenda will not be taken up today. It
will be taken up at the next session of the
Convention which will probably be next
Tuesday.

The Chair recognizes Delegate Powers,
the Chairman of the Committee on Calen-
dar and Agenda.

DELEGATE POWERS: Mr. President,
I move that Debate Schedule No. 12 be
amended to strike out the debate times per-
mitted under Section 3. As I understand
it, an amendment to strike out that provi-
sion will be offered and therefore no debate
schedule will be necessary.

I further move to amend the debate
schedule at the request of what seems like
an overwhelming majority of the delegates
so as to limit the time of presentation by
each side to thirty minutes and limit the
time for questioning each side to fifteen
minutes each.

THE PRESIDENT: Is there a second.

(Whereupon, the motion was duly sec-
onded.)

THE PRESIDENT: Are there any
questions?

(There was no response.)
Are you ready for the question?

(Call for the question.)
Delegate Sollins.

DELEGATE SOLLINS: Do I under-
stand that to be fifteen minutes to each
section of the presentation or fifteen —

THE PRESIDENT: No, this is simply
the presentation of the report of the Com-
mittee, thirty minutes for presentation and
fifteen minutes for questions for clarifica-
tion. Then thirty minutes for the presen-
tation of the Minority Report and fifteen
minutes for questions for clarification.
Then the debate schedule controls the rest
of the time.

The question arises on the amendment of
the debate schedule so as to eliminate the
controlled time and uncontrolled time un-
der Section 3 and to further amend the
debate schedule so as to allow thirty min-
utes for presentation and fifteeen minutes
for clarification questioning both for the
majority and for the minority reports.

All those in favor signify by saying Aye;
contrary, No. The Ayes have it. It is so
ordered.
