THE CHAIRMAN: You say have we
voted?
DELEGATE BAMBERGER: Yes, sir.
THE CHAIRMAN: No, you are quite
right. The point of order is properly taken.
Delegate Powers, do you withdraw your
motion ?
DELEGATE POWERS: Yes, Mr. Chair-
man, I will withdraw the motion.
THE CHAIRMAN: The question arises on
the approval of Committee Recommendation
R&P-2, as amended, with the exception of
sections 10, 11, and 13.
Delegate Mentzer.
DELEGATE MENTZER: Would you
please tell me what happened to section 6.
THE CHAIRMAN: Section 6 was deleted,
with the understanding that the same sub-
ject matter is contained in Committee Rec-
ommendation GP-9.
Are you ready for the question ?
(Call for the question.)
The question arises on the approval of
Committee Recommendation R&P-2, as
amended, with the exception of sections 10,
11, and 13, which will not be acted upon.
A vote Aye is a vote in favor of Com-
mittee Recommendation R&P-2 as amended,
except for those three sections. A vote No
is a vote against. Cast your vote.
Has every delegate voted? Does any dele-
gate desire to change his vote?
(There was no response.)
The Clerk will record the vote.
There being 107 votes in the affirmative
and 17 in the negative, the motion carries.
Committee Recommendation R&P-2, except
for sections 10, 11, and 13, is adopted, as
amended.
The Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. Chairman, I
move the Committee of the Whole rise and
report to the Convention its approval of
Committee Recommendation R&P-2, with
the exceptions of sections 10, 11, and 13.
THE CHAIRMAN: Second?
(Whereupon, the motion was duly sec-
onded.)
THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
|
Ayes have it. It is so ordered.
(Whereupon, at 1:10 P.M., the Committee
of the Whole rose, and the Convention
reconvened.)
(The mace was replaced by the Sergeant-
at-Arms.)
PLENARY SESSION
DECEMBER 15, 1967—1:10 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE CHAIRMAN: The Convention will
please come to order. On behalf of the
Committee of the Whole, the Chair reports
that the Committee of the Whole has had
under consideration Committee Recommen-
dation R&P-2, that it still has under con-
sideration sections 10, 11, and 13 of that
recommendation, but with the exception of
those three sections, it has approval Com-
mittee Recommendation R&P-2 as amended.
The Committee Recommendation R&P-2,
except for sections 10, 11, and 13, and the
report of the Committee of the Whole with
respect thereto is referred to the Committee
on Style, Drafting and Arrangement.
Are there any announcements to be made
by committee chairmen?
My attention has been called by some-
body, and I am not sure that I can read
the initials, but it does not matter — Dele-
gate Boyer — to the fact that I made an
error, in responding to Delegate Mentzer.
Section G was withdrawn because of GP-11,
not GP-9.
Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen, the Committee
on the Legislative Branch will meet briefly
in their committee room at 2:00 P.M.
THE CHAIRMAN: Are there any other
announcements by committee chairmen?
(There was no response.)
THE CHAIRMAN: Are there any other
announcements? Delegate Dulany.
DELEGATE DULANY: T.he Committee
on Public Information will meet briefly im-
mediately after recess.
THE CHAIRMAN: Delegate Gallagher,
the recess period will be only one hour.
You still would intend to meet at two?
