into a Committee of the Whole for the pur-
pose of considering the general orders of
the day.

THE CHAIRMAN: The Committee of
the Whole will please come to order.
Let me announce to you that Amendment
BE that was placed on your desk you may
mark Amendment 25-A to Amendment 25.
This was the amendment voted on before
the noon hour. This is Amendment 25-A to
Amendment 25.
The next item for consideration by the
Committee of the Whole is Committee Rec-
ommendation GP-6.
The Chair recognizes Delegate Boyer,
Chairman of the Committee on General
Provisions.
For what purpose does Delegate Needle
rise?
DELEGATE NEEDLE: Point of per-
sonal privilege, Mr. Chairman.
THE CHAIRMAN: State the privilege.
DELEGATE NEEDLE: I would like to
acknowledge the presence in the balcony
above the rostrum of Miss Eunice Albert,
who is from Baltimore County and who
has been very active for a number of years
in politics and government in Baltimore
County. She actively campaigned for the
Constitutional Convention and if we can
elicit 50 percent of the effort that she put
forth in the campaign for the ratification
of this Constitution it cannot help but be
passed. I ask the Convention to welcome
her here to these deliberations today.

does Delegate Macdonald rise?
DELEGATE MACDONALD : For a
point of personal privilege, Mr. Chairman.
THE CHAIRMAN: State the privilege.
DELEGATE MACDONALD: I would
like to recognize in the balcony above the
rostrum Senator Tom E. Anderson from
Montgomery County.
THE CHAIRMAN: Delighted to have
you with us.

THE CHAIRMAN: For what purpose
does Delegate Scanlan rise?
DELEGATE SCANLAN: Point of per-
sonal privilege.
THE CHAIRMAN: State the privilege.
DELEGATE SCANLAN: I would like
the Convention to recognize and welcome
Mrs. Alice Hostettler, twice a member of
the House of Delegates and one of the lead-
ing citizens and civic leaders of our county
for many years in the balcony right above
the President.
(Applause.)
THE CHAIRMAN: For what purpose
does Delegate Ritter rise?
DELEGATE RITTER: Point of personal
privilege.
THE CHAIRMAN : State the privilege.
DELEGATE RITTER: I would like to
have the Convention welcome to our midst
today in the rear balcony a former lobby-
ist for the Railroad Clerks of America
from Maryland, Baltimore County, Sam
Lubbitz.

THE CHAIRMAN: The Chair recog-
nizes Delegate Boyer, Chairman of the
Committeee on General Provisions.
DELEGATE BOYER: Mr. Chairman, I
thought we would never get to this day
when the Committee on General Provisions
would be able to bring its final package of
recommendations to the Convention. The
schedule was changed this morning. In-
stead of taking GP-5 and considering its
various recommendations, it was decided
to start off with GP-G which, of course, is
the educational recommendation. I would
like to convey my thoughts to the Conven-
