tent of the Commission, and because I be-
lieve it is necessary, I would amend my
answer to say, therefore, that it is my in-
tention that it applies to all legislative and
executive investigations.

THE CHAIRMAN: Are there any fur-

The question arises on the adoption of
Amendment No. 21 to Committee Recom-
mendation R&P-2.

A vote Aye is a vote in favor of Amend-
ment No. 21. A vote No is a vote against.

Cast your votes.

Has every delegate voted? Does any dele-
gate desire to change his vote?

(There was no response.)

The Clerk will record the vote.

There being 92 votes in the affirmative
and 12 in the negative, the motion carries.
The amendment is adopted.

The pages have distributed to you the
amendment marked AR. That is Amend-
ment No. 18, on which you have already
acted. Amendment No. 18 is AR. Please
note the modification that was made by
striking out the words "capital or other
infamous crime", in line 7, and inserting
the word "felony".

There are two other amendments to this
article. Both will require, I am afraid, con-
siderable debate. One is the amendment
proposed originally as Minority Report
R&P-1C by Delegate Willoner and others.
The other is an amendment proposed by
Delegate Morgan and others which will add
another section.

There are also two other amendments
dealing with sections passed over.

The Chair feels that the hour is too late
to go further without recess for dinner. It
is imperative that the committees men-
tioned earlier be able to meet this evening.
The plan, therefore, will be, noth withstand-
ing our failure to complete R&P-2, to ad-
journ now until tomorrow.

I think you can count safely on the fact
that there will not be a session tomorrow

night, nor on Saturday, because this time
is needed by the two committees. Whether
we will have to return on Monday or on
Tuesday depends on the progress made
tomorrow.

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report that it has not yet concluded its
consideration of Committee Recommenda-
tion R&P-2.

THE CHAIRMAN: Is there a second?

(Whereupon, the motion was duly sec-
onded.)

THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

(Whereupon, at 7:00 P.M. the Committee
of the Whole rose, and the Convention re-
convened.)

(The mace was replaced by the Sergeant-
at-Arms.)

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the Whole
the Chair reports that the Committee has
had and still has under consideration Com-
mittee Recommendation R&P-2 and desires
leave to sit again.

For what purpose does Delegate Kath-
leen Robie rise?

DELEGATE ROBIE: A point of per-
sonal privilege.

THE CHAIRMAN: State the privilege.

DELEGATE ROBIE: Mr. Chairman and
ladies and gentlemen, I would like you to
join with me in welcoming Mr. Jack Lan-
caster, the First Vice-President of the
Maryland Congress of Parents and Teach-
ers, who came to watch our deliberations
this evening. Will you join with me in wel-
coming him?

(Applause.)

THE PRESIDENT: Are there any an-
