The schedule of the Committee for to-
morrow is as follows. From 9:00 to 10:30
A.M. we have scheduled hearings on Dele-
gate Proposal 113, 126, 181, 226, and 311,
many of which are duplicates, all dealing
generally with the application of referenda
in the field of local government.
From 10:30 A.M. to noon we have sched-
uled hearings on Delegate Proposals 107,
220, and 310, relating to municipal cor-
porations.
A special order of business before the
Committee at 9:00 A.M. tomorrow will be
action on Delegate Proposal No. 50, a hear-
ing upon which was held earlier this week.
After the general session tomorrow, at
3:00 P.M., we will hear from Dr. Franklin
Burdette with respect to the general law
and residual powers problems we are also
investigating today.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: Committee on
State Finance and Taxation will meet im-
mediately after this session. We will re-
convene tomorrow at 10:00 A.M. to take up
that aspect of the proposals dealing with
mandatory provision for the school budgets.
Those who are interested, including the
public, are urged to attend. We have in-
vited certain officials from the schools to
be there.
Everybody else who is interested, includ-
ing the delegates, are also welcome to
appear.
THE PRESIDENT: Delegate Kiefer.
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble concluded this morning its gen-
eral hearings on due process and equal
protection, with a very successful appear-
ance of Mr. Joseph Rauh of Washington,
D.C. There will be a few other odds and
ends to clear up in connection with this
subject but starting this afternoon at 3:00
P.M. the committee will begin to hear from
people on wire tapping, rights of privacy,
et cetera. We have a special person coming
from Washington, Mr. Brian Gettings, at
3:00 P.M. However, I would ask the com-
mittee members to assemble as quickly as
possible after this meeting because Mr.
Charles Moylan, Assistant Attorney of
Baltimore City, is here and would like to
talk to the Committee about certain aspects
of wire tapping.
Tomorrow morning the committee begins
hearings on the subjects of freedom of
expression and the right to know. These |
hearings will start promptly at 9:30 A.M.
tomorrow morning because of the large
number of witnesses, many of whom are
from out of town. In order to accommodate
them, this hearing will start 9:30 A.M.
tomorrow morning.
THE PRESIDENT: Delegate Boyer.
DELEGATE BOYER: Mr. President,
your Committee on General Provisions has
for the last several days been discussing
in committee session aspects of education.
We will meet again this afternoon imme-
diately after this Convention adjourns so
that we can continue our deliberations in
this field.
Tomorrow morning and Friday we will
start deliberations on a new subject, that
of militia. During this two-day interim we
will be hearing from General Gelston, Gen-
eral Ogletree, and General Reckord. We will
also be hearing from State Police, Mr.
Robert Lally, representative from the Gov-
ernor's office, and probably Attorney Gen-
eral Burch.
Next week we will be like the Committee
on Suffrage and Elections, extending invi-
tations to each of the individual delegates
to appear before us as the proponent of
the proposals they have submitted and re-
ferred to our committee. This is just a
general broad outline of where we are and
where we are going. Thank you.

the Committee on Rules, Credentials and
Convention Budget will meet at 3 o'clock
this afternoon.

DELEGATE SCANLAN: The Commit-
tee will meet at 3:30 P.M. to consider the
convention budget and take up Resolution
No. 13, the meeting place will be in the
Baltimore City Delegation Room in the
basement of the Shaw House.

DELEGATE PENNIMAN: In view of
the announcement of Mr. Moser about the
possibility of the availability of Mr. Grad
earlier than 5:00 P.M., I would ask that the
