No. R&C-9. The Clerk will read the report.
READING CLERK: Reporter R&C-9 by
the Committee on Rules, Credentials and
Convention Budget. A report regarding
Resolution No.—
THE PRESIDENT: The Chair recog-
nizes Delegate Scanlan.
DELEGATE SCANLAN: I move the
Clerk suspend further reading of R&C-9,
Report of the Committee on Rules, and
that it be considered as read.
THE PRESIDENT: Is there any dis-
cussion? All in favor, signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered. The report is referred to the
Committee on Calendar and Agenda.
DELEGATE SCANLAN: Mr. President.
THE PRESIDENT: Delegate Scanlan.
DELEGATE SCANLAN: On this re-
port the sponsors of Resolution No. 8 and
Resolution No. 9 have advised the Chair-
man of the Rules Committee that they are
not pressing those resolutions and are
withdrawing them. Therefore, when the
report is to be considered by the Conven-
tion, the report should be construed to
refer only to a favorable reporting of
Resolution No. 9.
THE PRESIDENT: Thank you. Intro-
duction and first reading of proposals.
There are fourteen proposals today, Num-
bers 342 to 355. You have on your desk
or should have a memorandum by Delegate
Finch accompanying Proposal No. 209, cir-
culated sometime ago. Delegate Proposal
No. 342. The Clerk will read the proposal.
READING CLERK: Delegate Proposal
No. 342, by Delegate Gallagher. Title,
A PROPOSAL that each legislative dis-
trict shall consist of compact and adjoining
territory, and that the ratio of the number
of legislators in each district to the popu-
lation of such district shall be substantially
equal.
THE PRESIDENT: Delegate Proposal
No. 342 is referred to the Committee on
the Legislative Branch.
Delegate Proposal No. 343. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 343, by Delegate Gallagher. Title,
A PROPOSAL that within three months
after official publication of the population
figures of each decennial census of the
United States, plans having the force and
effect of law shall be established for con-
gressional and legislative districting by a
bipartisan redistricting commission of five
members; that the presiding officer and
the minority leader of each house shall each
appoint a member, and the Supreme Court
shall appoint the chairman; and that said
Court shall have original judisdiction to
review the plans and to grant appropriate
relief upon petition.
THE PRESIDENT: Delegate Proposal
No. 343 is referred to the Committee on the
Legislative Branch.
Delegate Proposal No. 344. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 344, by Delegate Gallagher. Title,
A PROPOSAL that after official publi-
cation of the population figures of each
decennial census of the United States, the
General Assembly shall adopt plans of
congressional and legislative districting,
said plans not being subject to guberna-
torial veto, by a date four months prior to
the final date for the filing of candidates
for the next general election, failing which
the Supreme Court shall adopt plans of
congressional and legislative districting
that shall have the force and effect of law,
and that the Supreme Court shall have
original jurisdiction to review the dis-
tricting plans drawn by the legislature
and to grant appropriate relief.
THE PRESIDENT: Delegate Proposal
No. 344 is referred to the Committee on
the Legislative Branch.
Delegate Proposal No. 345. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 345, by Delegate Weidemeyer. Title,
A PROPOSAL that the legislative, ex-
ecutive, and judicial powers of government
shall be forever separate and distinct from
each other, and that the legislature shall
provide for due process and judicial re-
view when providing by law for the estab-
lishment, maintenance, or conduct of ad-
ministrative agencies, boards, and commis-
sions which within themselves exercise
both the functions of law enforcement and
judicial or quasi-judicial determinations.
THE PRESIDENT: Delegate Proposal
No. 345 is referred to the Committee on
General Provisions.
