228 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 10]
THE PRESIDENT: Delegate Dulany.
DELEGATE DULANY: Mr. President,
the Committee on Public Information will
have a meeting at 12:30 P.M. tomorrow.
This will be a luncheon meeting at the
Maryland Inn.
THE PRESIDENT: Delegate Boyer.
DELEGATE BOYER: Mr. President,
our Committee on General Provisions last
night met until after 10:00 A.M. hearing
from our list of scheduled witnesses. This
completes all scheduled testimony on edu-
cation.
This morning we started taking explora-
tion of the sense of the committee on some
educational practices before us. We will
continue this this afternoon immediately
after the session and again tomorrow
morning at 10:00 A.M.
The latter part of the week, Thursday
and Friday, for the benefit of the Conven-
tion, we have blocked out for hearing on
militia problems.
Next week, following Delegate Sher-
bow's suggestion, we will be hearing from
individual delegates as to their own pro-
posals referred to the General Provisions
Committee.
Our format is to block out several large
categories of a variety of interests. We will
invite the individual delegates to speak
on their proposals at these individual cate-
gories. For the committee's benefit, we will
meet immediately after the session and
again tomorrow morning at 10:00 A.M.
THE PRESIDENT: Delegate Scanlan.
DELEGATE SCANLAN: Mr. President,
the Committee on Rules will meet to-
morrow immediately after the session to
have a public hearing on the proposed con-
vention budget. The President and others
will testify.
Also germane to that hearing will be
resolutions No. 13 and 14 introduced by
Delegate Malkus.
THE PRESIDENT: Are there further
announcements by committee chairmen?
(There was no response.)
Delegate Marion.
DELEGATE MARION: Mr. President,
I would like to acknowledge this afternoon
the presence in the gallery behind the dele-
gates of the members of the sixth grade of
the Homewood School in Baltimore. They
are here today to observe the Convention
as an exercise in the popular sovereignty
of the State of Maryland. They observed
some committee hearings this morning and
are here to observe the plenary session
this afternoon. They are here today with
their principal Mr. Massey and with the
teacher of the sixth grade, Mrs. Edward
Smith, of Baltimore County and several
parents of some of the students.
THE PRESIDENT: We are delighted to
have them here. (Applause.)
THE PRESIDENT: Delegate Beachley.
DELEGATE BEACHLEY: I would like
also to call the attention of the Convention
to the fact that there has been today a
group of students from the Hagerstown
Junior College that are very much in-
terested in the State of Maryland. They
were accompanied by their professor of
government, Mr. Donald G. Taylor.
THE PRESIDENT: We are delighted
to have them also. (Applause.)
THE PRESIDENT: Delegate Weide-
meyer.
DELEGATE WEIDEMEYER: Mr.
President, I desire to have my presence
recorded.
THE PRESIDENT: Do any other dele-
gates desire to have their presence re-
corded? Delegate Bothe?
DELEGATE BOTHE: Mr. President,
I am not certain whether my presence was
reported. I rushed in and pulled a switch
during the roll call but if it was not re-
corded, I would appreciate it being re-
corded.
THE PRESIDENT: Delegate Mitchell.
DELEGATE MITCHELL: I would like
the record to show I am present.
THE PRESIDENT: Delegate Johnson.
DELEGATE JOHNSON: Mr. President,
although I believe I overheard one dele-
gate say why bother, I would like to have
my presence recorded for the day. Thank
you.
THE PRESIDENT: Any other dele-
gates present now, not present at roll call,
who desire to record their presence? If not,
the Chair recognizes Delegate Powers of
the Committee on—
DELEGATE POWERS: Mr. President,
I am happy to announce that one of the
