THE PRESIDENT: Delegate Koss.
DELEGATE KOSS: The Committee on
Suffrage and Elections will reconvene ten
minutes after adjournment this afternoon
to hear additional testimony on the voting
age and continue our deliberation and deci-
sions on referendum. We will meet again
tomorrow morning at 10 o'clock and we
will hear testimony on the inclusion of the
right to vote. Thank you.
THE PRESIDENT: Are there any
further announcements by committee chair-
men?
Delegate Morgan.
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch will
meet immediately following the adjourn-
ment of this session to hear the State's
Attorney of Prince George's County.
Tomorrow morning we will meet at 9:30
A.M. to hear state's attorneys from vari-
ous parts of the State. Most of the state's
attorneys will be present tomorrow morn-
ing. We start at 9:30 A.M. tomorrow morn-
ing.
On Thursday at 10:45 A.M. we will hear
from former Governor Driscoll of New
Jersey.
THE PRESIDENT: Are there any
further announcements? Delegate Kiefer.
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble has today been covering several
proposals dealing with the right to bear
arms. A few minutes after this meeting
adjourns we will reconvene and continue
our hearings and discussion on this subject.
THE PRESIDENT: Delegate Mudd.
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch recon-
venes today at 3:00 P.M., at which time we
have a rather important conference. To-
morrow morning we begin our hearings
again at 10:00 A.M., at which time we have
the honor of hearing from Honorable James
dark, Vice-President of the Convention,
regarding Delegate Proposal No. 8I and
particularly its application to the courts of
limited jurisdiction.
At 11:00 A.M. we have the honor of
hearing from Governor J. Millard Tawes
with reference to appointment and judicial
selection.
At 12:00 noon we have scheduled a
hearing for Delegate Proposals No. 209,
210, and 307, all proposed by Delegate
Finch, who will be invited to appear before
our Committee at that time. Thank you,
sir.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: Mr. Presi-
dent, the Committee on State Finance and
Taxation will hear tomorrow the visitors
on the subject of lottery.
Thereafter each day we are setting down
three, four, five, six, and some days seven
and eight proposals. We want to assure all
those who have introduced these proposals
that they will be given all the time they
need. But we find by reason of cancella-
tions and other events that occur that the
only way we can clean up our docket is to
put them in and hope they will come over
and discuss these proposals so that we can
act on them.
THE PRESIDENT: Delegate Moser.
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
reconvene 15 minutes after this session.
Tomorrow the Committee on Local Gov-
ernment will meet jointly with the Legis-
lative Branch Committee. That meeting
will be held not at our office or theirs, but
in the assembly room of the State Office
Building. The witnesses from whom we
will jointly hear at that time are Dr. Frank
Grad of Columbia University, Dr. Carl
Everstine, Bennett Grain, the County
Solicitor for Anne Arundel County, Mr.
William Marbury, Special Counsel for Bal-
timore City.
The subject matter of that hearing,
which will also continue after the conven-
tion session that afternoon, is the shared
powers-expressed powers concepts, limita-
tions on legislative power, particularly
with regard to local legislation, the rela-
tionship of the General Assembly to coun-
ties and cities, and other similar matters.
THE PRESIDENT: Are there any
other announcements? Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet ten minutes after this
session concludes this afternoon. Tomorrow
morning we will meet at 9:00 A.M. to hear
testimony from United States Senator
Joseph Tydings. Thereafter we will join
with the Committee on Local Government
in the joint hearings which Delegate Moser
has just announced.
We also have an evening session to-
morrow night at 8:00 P.M.
