The invocation will be offered by the
Reverend William F. Murdock of Lans-
downe Christian Church, Lansdowne, Mary-
land. Reverend Murdock.
REVEREND MURDOCK: May We
Pray:
God of all things and peoples, we come
to Thee for Thy blessing at this time. We
thank Thee for the heritage which we have
from the past. Many of our rivers are
tinged with the blood of those gone before
to make it possible for us. We thank Thee
for liberty, for duty, for opportunity, for
truth. Grant to us, oh God, a sense of dedi-
cation to the task which is before us. We
seek justice and equality even in the midst
of wealth and power. May we pursue right-
eousness when the way is unpopular and
the sacrifice great. Take from us the greed
and prejudice which give the lie to our
boastings of democracy. Awaken in us, oh,
Father, an awareness of the extent of the
need. Help us to overcome our tendency to
divide, to place race against race, and city
against city. Unite us together for the
opportunities which Thou hast created in
the midst of us. May we find in Thy pres-
ence that Thy Spirit has returned to our
work. May we do our task in this spirit
of freedom and joy, seeking Thy truth and
wisdom that we may find when it is finished
no sense of shame. Make us good citizens
and loyal servants as we bend our hearts
and minds to this task.
Amen.
THE PRESIDENT: Roll call. Have all
delegates indicated their presence?
(At this point a roll call was taken.)
THE PRESIDENT: The Clerk will re-
cord the roll call.
There being a quorum present, the Con-
vention is now in session. The Chair recog-
nizes Delegate Powers, Chairman of the
Committee on Calendar and Agenda.
DELEGATE POWERS: I move adop-
tion of the daily calendar and agenda.
THE PRESIDENT: Is there a second?
Delegate White.
(The motion was duly seconded.)
DELEGATE WHITE: Mr. President, I
would like to have the calendar amended
in order that I may seek clarification at the
proper moment on certain rules.
THE PRESIDENT: I am not sure I
understand. Seek clarification on—
DELEGATE WHITE: On Rule 28 [29]*.
THE PRESIDENT: Seek clarification
from whom?
DELEGATE WHITE: From the Chair
in the presence of the entire Convention
since there seems to be some misunderstand-
ing among some delegates with whom I
have spoken on the meaning. I can bring
it to your attention at the proper time or
may I do that now?
THE PRESIDENT: I should think that
would be permissible without amending the
calendar, Delegate White. I will recognize
you for that purpose at the proper time.
DELEGATE WHITE: Thank you.
THE PRESIDENT: Is there any further
discussion of the question?
(There was no response.)
All those in favor of the motion to ap-
prove the calendar, signify by saying Aye;
contrary, No. The Ayes have it. It is so
ordered. The Calendar is approved.
The first on the agenda is the Eighth
Report of the Committee on Rules. The
report is relatively short and has been
circulated today. It should be on your desk.
I will ask the Clerk to read it in its en-
tirety because I think we can dispose of
it today.
READING CLERK: The Committee Re-
port No. R&C-8 by the Committee on Rules,
Credentials and Convention Budget, Alfred
Scanlan, Chairman, Report on Resolution
No. 3.
The Committee on Rules, Credentials and
Convention Budget has considered Resolu-
tion No. 3 introduced by Delegate Malkus
on September 20, 1967. The resolution con-
cerns both budgetary and financial affairs
of the Convention, as well as matters re-
lating to public information. The commit-
tee is of the opinion, and Delegate Malkus
agrees, that under Rule 47 [51] of the
Rules of the Convention the questions raised
by Resolution No. 3 are divisible. Accord-
ingly, the committee requests that a por-
tion of Resolution No. 3 which pertains to
public information be returned to the pre-
siding office of the Convention with the
recommendation that it be referred to the
Committee on Public Information. The com-
mittee also wishes to advise that Delegate
Malkus has informed the committee that
he regards those parts of Resolution No. 3
*The number in the brackets refers to the
final number assigned to the rule in the
Rules of the Constitutional Convention of
Maryland.
