224 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct 10]
which pertain to budgetary matters to be
superseded by Resolution No. 13 which he
introduced on October 5. 1967, and which
the Committee on Rules now has under
consideration.
The Committee on Rules, Credentials
and Convention Budget recommends that
Resolution No. 3 be divided and that the
part thereof which relates to public infor-
mation matters be returned to the Presi-
dent to be referred to the Committee on
Public Information.
THE PRESIDENT: As the Chair un-
derstands the report and statement con-
tained therein with respect to the sponsor
of the Resolution No. 3, the first resolution
which is the third paragraph from the end
on page 2, is withdrawn and superseded by
Resolution No. 13.
If that understanding is correct, and in
the absence of objection, the report will be
received and Resolution No. 3, with the
omission of the paragraph indicated, will
be referred to the Committee on Public
Information. Is there any objection? If not,
it is so ordered.
Next item on the calendar is introduc-
tion and first reading of proposals. There
are twelve proposals today, Numbers 330
to 341.
Delegate Proposal No. 330. The Clerk

A PROPOSAL that establishes the style
of state laws; that no law shall be enacted
except by bill; that every law shall em-
brace only one subject and be described by
its title except that legislative compliance
with this requirement shall not be subject
to judicial review; and that the General
Assembly in revising or amending any arti-
cle or section of the code or law of the
State shall enact the article, section, or
law as it would read when revised or
amended.

Legislative Branch.

A PROPOSAL that the inalienable rights
to life, liberty, and to the pursuit of happi-
ness shall be construed as entitling every
individual to such reasonable standards of
subsistence, educational opportunities, and
medical attention as shall from time to
time be prescribed by law, and that it shall
be the imperative obligation of the State
to make provision for their implementation.

A PROPOSAL that a board of public
works be established composed of the gov-
ernor, the comptroller, and the treasurer;
that the board shall have the powers vested
in it by law; and that in the event of the
inability of any member to perform his
duties, the said member may designate a
nominee to act in his place.

No. 333, by Delegate Maurer. Title,
A PROPOSAL that no person shall be
deprived of life, liberty, or property with-
out due process of law; be denied the equal
protection of the laws; be subject to dis-
crimination by law or other governmental
action because of religion, race, color, or
national origin, and that the right of all
persons to fair and just treatment in the
course of legislative and executive investi-
gations and administrative hearings shall
not be infringed.

Personal Rights and the Preamble.
