There are only four proposals to be in-
troduced today. This is the low point since
the first session.
Delegate Proposal No. 326. The Clerk will
read the proposal.
READING CLERK: Delegate Proposal
No. 326, by Delegates Gallagher and Gil-
christ. Title,
A PROPOSAL that in all multi-member
districts in both the Senate and the House
of Delegates, each legislative seat shall be
separately designated by number and each
candidate shall run for only one designated
seat.
THE PRESIDENT: Delegate Proposal
No. 326 is referred to the Committee on
the Legislative Branch. There is a one-page
memorandum by Delegates Gallagher and
Gilchrist accompanying that proposal.
Delegate Proposal No. 327. The Clerk will

bly shall establish a classified state civil
service; a civil service commission; and the
duties and maintenance thereof.

Executive Branch.
Delegate Proposal No. 329. The Clerk will
read the proposal.

No. 329, by Delegate Finch. Title,
A PROPOSAL that the State or political
subdivisions shall be empowered to make
outright grants or loan money by contract
or agreement to state or local authorities
in their official capacity for, but not limited
to, housing, urban and community renewal
projects, and social and recreational
purposes.
THE PRESIDENT: Delegate Proposal
No. 329 is referred to the Committee on
State Finance and Taxation.

If not, I have a few announcements to
make. The cloth bound copies of the final
report of the Constitutional Convention
Commission are being distributed today.
Each copy is imprinted with the name of
the delegate. Please be sure that you have
the copy bearing your name. If you have
someone else's copy, please exchange it
with him. The name is imprinted in the
lower right corner of the outside cover.
Some time ago several delegates re-
quested that there be made available to
the convention delegates a report of the
Committee on Judicial Administration of
the Maryland State Bar Association, the
Chairman of which was Delegate Richard
W. Case. Because the report bears on some
of the recommendations of the Constitu-
tional Convention Commission dealing with
the article on the judicial branch, we tried
to obtain sufficient copies of the report to
circulate among the delegates. Only a half
dozen of the reports were available so that
we have reproduced it by duplicating it.
You should have it on your desk now. It is
in a yellow cover.
I announced on Friday that the roster of
Convention personnel, which was heretofore
made available to the Committee on Rules,
Credentials and Convention Budget, would
be distributed to all delegates today. Un-
fortunately a mistake was made in dupli-
cating the roster and it is not available to
you this afternoon. It will be on your desks
tomorrow.
Are there any announcements by com-
mittee chairmen? Delegate Vecera?
DELEGATE VECERA: Mr. Chairman,
ladies and gentlemen of the Convention, I
would like to present at this time and rec-
ommend adoption of the first favorable re-
port of the Committee.
On Tuesday, October 17, 1967, immedi-
ately subsequent to the adjournment of our
session here, we plan a cruise on the Port
Welcome leaving Annapolis for Baltimore
Harbor or thereabouts. There will be ample
food and music, the price is $5 per person,
