218 CONSTITUTIONAL CONVENTION OF MARYLAND [Oct. 6]
Branch will meet at 2:00 P.M. on Monday
to hear from Professor Dixon of George
Washington University, and on Monday
evening at 7:30 P.M. here in the State
House we will begin the first of a series of
public meetings, to discuss various phases
of the legislative branch.
THE FIRST VICE-PRESIDENT: Dele-
gate Penniman?
DELEGATE PENNIMAN: Mr. Presi-
dent, the Committee on Style will meet on
Monday at 2:30 P.M.
THE FIRST VICE-PRESIDENT: Dele-
gate Koss?
DELEGATE KOSS: The Committee on
Suffrage and Elections will meet at 1:00
P.M. on Monday, hopefully to start on the
final phase of making decisions. Thank you.
THE FIRST VICE-PRESIDENT: Dele-
gate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet Monday at 2:00 P.M.
I would like to call attention to the fact
that that night at 7:30 P.M., we will have
a public hearing involving, again, due
process, equal protection, and rights of the
poor. A number of organizations and indi-
vidual people have asked to be heard. Any-
body who would like to be heard, please
register with the Administrative Assistant
of our Committee so that we can make
room on the program for you. The hearing
will be in the Senate Chamber.
THE FIRST VICE-PRESIDENT: Dele-
gate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch, from the
announcements today, obviously the hardest
working day, will meet at 3:00 P.M. on the
matter of orphans' courts, and at that time,
we will hear from the judges of the or-
phans' court of Baltimore City, Prince
George's County and Baltimore County. On
Monday, we resume hearings at 1:00 P.M.,
at which time we will consider Delegate
Proposal No. 236 having to do with creat-
ing the tax court as a constitutional court,
and our hearings that day will continue
before the session time. Thank you.
THE FIRST VICE-PRESIDENT: Dele-
gate Scanlan?
DELEGATE SCANLAN: Mr. President,
not to upstage the Judiciary Committee nor
to show that the Judiciary Committee, like
the courts, can often be wrong: the Com-
mittee on Rules will meet very briefly fol-
lowing the session to receive an important
communication from the Secretary of the
Convention. The meeting will be very brief,
and it is of utmost importance.
THE FIRST VICE-PRESIDENT: Dele-
gate Sherbow?
DELEGATE SHERBOW: The Commit-
tee on State Finance and Taxation will
continue its meetings. The schedules are
being posted. Next week, Tuesday at 10:00
A.M., proposals introduced by Delegate
Storm and Delegate Finch will be heard.
On Wednesday, October 1I at 10:00 A.M.,
there will be a public hearing on the sub-
ject of lottery.
If you have any interest in these your-
selves, or if others do, we would like you
to come to the meeting, or to write giving
your views. On Thursday, at 10:00 A.M.,
we will hear from school officials and other
interested parties on the subject of the
mandatory provisions in the budget relat-
ing to the school budget.
THE FIRST VICE-PRESIDENT: Dele-
gate Moser?
DELEGATE MOSER: Mr. President,
the Committee on Local Government will
next meet at 12:30 P.M. on Monday, at
which time there will be a hearing on
Delegate Proposal No. 50 relating to Bal-
timore City districts, and at 1:00 P.M., we
are scheduling a hearing on Proposal No.
Ill, relating to mandatory districting of
county councils. At 2:30 P.M., there are
scheduled for hearing a number of delegate
proposals dealing with interstate and intra-
state compacts, including 10, 189, 231, 232,
and 242, which is referred to another com-
mittee, but relates to the same subject.
I think most of these have been intro-
duced by Delegate Finch, and this will
serve notice that with respect to Proposal
No. 288, which he introduced a few days
ago, and also those proposals that have
come in through today, that this will afford
him an opportunity to be heard by this
committee.
At 7:00 P.M., the Local Government Com-
mittee will hear from Mr. Robert Doyle,
the Director of the Division of Planning
Assistance of the Office of Metropolitan
Development; and at 8:00 P.M., from Mrs.
Jean Ross, of the Montgomery County Com-
mittee for public schools.
THE FIRST VICE-PRESIDENT: Dele-
gate Dulany?
DELEGATE DULANY: Mr. President,
the Committee on Public Information will
