READING CLERK: Delegate Proposal
No. 322, by Delegate Finch. Title,
A PROPOSAL that any attempt to inter-
fere with any law enforcement officer's in-
vestigation shall be reported within twenty-
four hours to the attorney general or to the
local state's attorney,
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 322 is referred to the
Committee on Executive Branch.
Delegate Proposal No. 323. The Clerk will
read the proposal.
READING CLERK: Delegate Proposal
No. 323, by Delegate Finch. Title,
A PROPOSAL that the General Assem-
bly shall be empowered to enact legislation
to renew and rebuild communities and to
design and develop new communities, pro-
grams, and facilities.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 323 is referred to the
Committee on the Legislative Branch.
Delegate Proposal No. 324. The Clerk will
read the proposal.

A PROPOSAL that the State shall fur-
nish necessary medical attention and men-
tal and physical rehabilitation for all state
citizens who are financially and economi-
cally incapable of paying for such services.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 324 is referred to the
Committee on Personal Rights and the
Preamble.
Delegate Proposal No. 325. The Clerk will
read the proposal.
READING CLERK: Delegate Proposal
No. 325, by Delegate Finch. Title,
A PROPOSAL that the state, county, or
local governments or any other public cor-
poration shall be empowered to grant to
any private person, association, organiza-
tion or corporation by contract or by loan
its money for economic, social, and commu-
nity development for capital expenditures
only.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 325 is referred to the
Committee on State Finance and Taxation.
We now come to the order of business,
motions and resolutions. We have Resolu-
tion No. 14. The Clerk will read the
resolution.
READING CLERK: Resolution No. 14,
by Delegate Malkus.
A RESOLUTION concerning the ap-
pointment of an historian for the Constitu-
tional Convention.
THE FIRST VICE-PRESIDENT: Reso-
lution No. 14 is referred to the Committee
on Rules, Credentials and Convention
Budget.
The Chair would like to announce that
there has been a request for a roster of
Convention personnel. This I think has been
circulated previously. Some people have
probably lost them or maybe they did not
get them. Anyhow, this will be forthcoming
on Monday. An attempt will be made to
keep it up to date, if there are changes.
Are there any announcements by the
committee chairmen?
The Chair recognizes Delegate Morgan.
DELEGATE MORGAN: The Committee
on the Executive Branch will meet after
the session on Monday to hear from Mr.
Arthur Marshall, State's Attorney from
Prince George's County. On Tuesday morn-
ing, at 10:00 A.M., the Committee will hear
from Governor Agnew, and we will hold
our meeting in the Senate Chamber, right
across the hall here.
THE FIRST VICE-PRESIDENT: The
Chair recognizes Delegate Boyer.
DELEGATE BOYER: Mr. President,
the Committee on General Provisions will
conclude, hopefully, its deliberations on the
educational facets referred to us. Monday
before the session we will meet at 1:00
P.M. to hear from Dr. Eugene McLoone, of
the School of Education, University of
Maryland, then from Mr. Alien Wilner,
then from Mr. Marvin Mandel, of the Legis-
lative Council. This will deal with fiscal
matters of education. We go into session
at 4:00 P.M., and we will continue our de-
liberations for the rest of the day after we
adjourn Monday, but for the time being
this is the plan, since we will have no other
opportunity to announce to the Convention
the schedule of witnesses before we meet
on Monday. I thought this would be an op-
portune time to do it.
THE FIRST VICE-PRESIDENT: Dele-
gate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
