A PROPOSAL that the inhabitants of
Maryland shall continue to have the bene-
fit of the common law of England and
such of the English statutes as existed on
July 4, 1776, and also of all Acts of As-
sembly in force on June 1, 1867, except
such as may be inconsistent with this Con-
stitution or are lawfully changed, and that
the inhabitants of Maryland are also en-
titled to all property derived to them under
the Charter granted by Charles the First.

general election as determined by the Gen-
