THE FIRST VICE-PRESIDENT:
There being a quorum present, the Con-
vention is now in session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the committee would like to announce that
after consultation with the officers and
committee chairmen, and because of the
desirability of having some respite from
duties, that on October 27, Friday, we do
not propose that we be in session. In
other words, on the Thursday before, we
propose to move to adjourn until the fol-
lowing Monday. Likewise, on Thanksgiving
Day and the day thereafter, we propose
that there not be sessions, and on Wednes-
day, the 22nd, we propose to move to
adjourn until the following Monday. Un-
less the Convention by majority vote de-
cides to the contrary, this is the procedure
we propose to follow.
I move that the calendar and agenda for
today be approved.
THE FIRST VICE-PRESIDENT: The
question arises on the motion to approve
the calendar. All those in favor, say Aye;
opposed, No. The motion carries. It is so
ordered. The calendar is adopted.
Are there any reports of the standing
committees ?
(There was no response.)
THE FIRST VICE-PRESIDENT: We
now come to introduction and first reading
of proposals.
Delegate Proposal No. 309. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 309, by Delegate Gill. Title,
A PROPOSAL that all final committee
votes on all bills in both houses of the
General Assembly shall be by individual
recorded vote entered in the daily journal
of the appropriate house.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 309 is referred to the
Committee on the Legislative Branch.
Delegate Proposal No. 310. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 310, by Delegate James. Title,
A PROPOSAL that the General As-
sembly shall provide by general law for
the government of municipal corporations,
subject to the right reserved to the Gen-
eral Assembly to enact both local and gen-
eral laws concerning the incorporation,
merger, dissolution, and alteration of
boundaries of municipal corporations, and
that municipal corporations existing on the
effective date of this Constitution shall re-
tain their charter powers until changed
pursuant to the provisions of this section.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 310 is referred to the
Committee on Local Government.
Delegate Proposal No. 311. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 311, by Delegate Gill. Title,
A PROPOSAL that a law altering the
boundaries of a county shall be enacted
only by the affirmative vote of at least
three-fifths of all the members of each
house, and shall be subject to affirmative
action by a majority of the registered
voters voting in each of the affected coun-
ties.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 31I is referred to the
Committee on Local Government.
Delegate Proposal No. 312. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 312, by Delegates Mitchell and White.
Title,
A PROPOSAL that the right to vote in
any election or on any question submitted
to the electorate in the State, counties,
municipalities or other political subdivi-
sions shall not be abridged on account of
religion, race, color, sex, or economic cir-
cumstance.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 312 is referred to the
Committee on Suffrage and Elections.
Delegate Proposal No. 313. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 313, by Delegate Gallagher. Title,
A PROPOSAL that the legislature shall
pass no special or local act when a general
act is applicable, and that whether a gen-
eral act is applicable shall be a matter for
judicial determination.
THE FIRST VICE-PRESIDENT: Dele-
gate Proposal No. 313 is referred to the
