Preamble will continue its hearings this
afternoon and tomorrow on the subject of
due process and equal protection and rights
of the poor.
In the afternoon a number of delegates
who have submitted proposals, and I think
there are some twenty-three at the last
count that are directly or even remotely
concerned with this area, have been invited
to come and express their views.
If they will come promptly, we will put
them on first so they can get back to com-
mittee assignments. We will meet fifteen
minutes after this Convention adjourns for
today.
THE PRESIDENT: Delegate Moser?
DELEGATE MOSER: Mr. President, the
Committee on Local Government will go
back into session fifteen minutes after the
close of this session. I again call attention
to the fact that the hearing scheduled for
7:00 P.M. this evening has been cancelled.
Tomorrow morning the committee will hear
at 9:00 A.M. from Senator Pine of Balti-
more County; at 10:00 A.M., the subject of
Metropolitanism and Regional Government,
as well as Intergovernmental Cooperation
will be the subject of hearings, which will
have as witnesses Mr. James W. Rouse,
Professor F. Victor Jones, Mr. Henry Bain.
Delegate proposals which have been as-
signed to the Local Government Committee,
will be set for hearing the week of October
9. We are sending out today notices of the
times to all interested delegates, and I will
announce on the floor again the specific
proposals so that other interested delegates
may attend those hearings if they so desire.
THE PRESIDENT: Delegate Morgan?
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet this afternoon right after the
conclusion of this session to hear from the
President of the State Board of Education,
Mr. Freund. Tomorrow morning we will
meet at 10:00 A.M. and we will hear from
Mr. Paul Wolman, who is Chairman of the
Board of Parole, and Senator James Pine,
of Baltimore City, who is representing the
Legislative Liaison Committee.
THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: Mr. President,
the Committee on State Finance and Taxa-
tion will continue its hearings this after-
noon at 4:00 P.M., at which time members
of the legislature will be heard on the sub-
ject of the budget. Other members of the
legislature will be invited to attend other
hearings, probably to be held next week on
this and other subjects relating to the fi-
nancial aspect of government.
There will be hearings tomorrow, Friday
and next week, all of which will be posted,
so that the delegates will have ample no-
tice, and so will the public.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
Delegate Boyer?
DELEGATE BOYER: Mr. President, the
Committee on General Provisions will con-
tinue the deliberations and hopefully con-
clude tomorrow the phase of higher educa-
tion. This afternoon we have Dr. William
Shannon, Associate Executive Director of
the American Association of Junior Col-
leges. That will be fifteen minutes after the
adjournment of this meeting. Tonight at
7:30 P.M., we had scheduled Dr. Leo Pfefer,
of Long Island University. Of course, all
delegates are invited to any of the meetings
that we have, but after consultation with
Delegate Kiefer, chairman of his commit-
tee, we particularly invite tonight the mem-
bers of the Personal Rights and Preamble
Committee.
Tomorrow morning we will hear from
Dr. Robert Lamborne, Headmaster of the
McDonogh School, Dr. Wesley Dorn, Ad-
visory Council of Higher Education, and
from Dr. Harry Bard, who is the President
of the Community Colleges' Presidents'
Association.

THE PRESIDENT: Are there any fur-
ther announcements by committee chair-
men?
(There was no response.)
Are there any other announcements?
DELEGATE SCANLAN: Mr. President,
the Rules Committee will meet at 12:00
noon tomorrow to consider Resolution No.
11, which was introduced today, to consider
a report from the subcommittee on recom-
mendations with respect to Motion No. 2, as
amended by the sponsors, in their appear-
ance before our committee and to consider
whether this is to be changed in order to
permit delegates to introduce amendments
to proposals.
THE PRESIDENT: Are there any fur-
ther announcements?
Are any delegates present now who were
absent at roll call who desire to indicate
their presence? Delegate Schloeder?
