a delegate from Allegany County, I also
would like to second this motion.

DELEGATE MOSNER: As another dele-
gate from Allegany County, 1, too, would
like to second the motion.

of Resolution No. 10. All in favor, signify

have it unanimously and the resolution is

A RESOLUTION that every Committee
shall make a recommendation concerning
each Delegate proposal referred to it, and
that a written memorandum indicating the
reasons for the action recommended shall
accompany each such recommendation.

THE PRESIDENT: I have no announce-
ments to make this afternoon. Are there
any announcements by committee chairmen?

DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
hold a short meeting this afternoon at 4:15
P.M. I would like to remind the Committee
members also, as well as other delegates,
that both tonight at 7:30 P.M. and tomor-
row morning at 9:30 A.M., we will be hold-
ing public hearings on the subject of voting
age. Both of these hearings will be in the
Baltimore City delegation room in the
Shaw House.
THE PRESIDENT: Delegate Gallagher.
DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen, at 3:00 P.M. the
Committee on the Legislative Branch will
reconvene to hear from former Chief Judge
Henderson with respect to the duties of the
office of Attorney General. At 4:00 P.M. we
will hear from Mr. William J. D. Boyd of
the National Municipal League, who is con-
sidered to be one of the outstanding ex-
perts on the unicameral system in the
United States.
Tomorrow morning at 9:30 A.M. we will
hear from Mr. Donald Shasteen, adminis-
trative assistant to Senator Carl Curtis,
of Nebraska, who is quite familiar with
the operation of the unicameral system in
Nebraska. At 11:00 A.M. we will hear from
a former member of the General Assembly
and our United States Senator from Mary-
land, Senator Daniel Brewster. At 12:00
noon, from the Senate Minority Leader, the
Honorable Edward T. Hall; at 3:00 P.M.
from the Honorable J. Glenn Beall, Jr.,
Minority Leader of the House of Delegates,
and Howard E. Denniss, President of the
Young Republicans, and at 4:30 P.M. from
the Honorable Paul Sarbanes, Member of
the House.

DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will re-
convene again this afternoon at 4:00 P.M.
for a special order of business; and tomor-
row morning we resume hearings, and at
10:00 A.M. we have the honor and privilege
of hearing from Senator Joseph Tydings;
and at 11:00 A.M., from Chief Judge Brune,
formerly of the Court of Appeals of
