DELEGATE SCHLOEDER: I would ap-
preciate recording my presence.
THE PRESIDENT: Are there any other
delegates present now not present at roll
call?
(There was no response.)
If not, the Chair recognizes Delegate
Powers.
DELEGATE POWERS: Mr. President,
I move we adjourn until 2:00 P.M. to-
morrow.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.

PRESIDING
THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The Convention will please come to order.
The invocation today will be offered by
the Reverend R. C. Davis of the Church of
God, Pasadena, Maryland.
REVEREND DAVIS: Shall We Bow Our
Heads:
Lord, Thou hast been our dwelling place
in all endeavors. Now we commit ourselves
to Thee this day. Let us not ask, "How
shall I bear the burden of tomorrow," but
rather, "Lord, give to us the solutions of
tomorrow." Lord, empty us of self that we
may see all men more clearly and that Thy
will may ever be before us in all decisions.
Thy power, Thy love, and Thy wisdom we
ask not only for ourselves but for every
man alike and may we see that every duty
we omit obscures some truth we should
have known. These favors we ask in Thy
name.
Amen.
THE PRESIDENT: Thank you.

THE PRESIDENT: Delegate Boyles,
Delegate Hanson, Delegate Lord, Delegate
Mosner, Delegate Sybert, Delegate Ritter.
The Clerk will record the roll call.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the Chairman of the Committee on Rules
has suggested that Item 5 (a) of the agenda
be deleted today for the reason that the
report is just now being distributed, and
it would be desirable to extend this until
tomorrow. I hasten to say that any connec-
tion between this and the baseball game
this afternoon is purely coincidental. There-
fore, I move the adoption of the Calendar
and Agenda, with this amendment.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE CHAIRMAN: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered. The calendar
and the deleting of Item 5 is adopted.
Next item is the production and first
reading of proposals. There are twelve pro-
posals today, 277 to 288, inclusive.
Before we start reading the proposals, I
understand there is a memorandum to ac-
company Proposal No. 203, which has been
circulated today. It should be on your desk.
It is a two-sheet, four-page memorandum
by Delegates Case and Darby.
Delegate Proposal No. 277. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 277, by Delegate Singer. Title,
A. PROPOSAL that any state official,
agency, or branch of government shall be
prohibited from creating, controlling, or
making appointments to any position, pro-
gram, or service within the State unless it
accepts the financial responsibility therefor.
THE PRESIDENT: Delegate Proposal
No. 277 is referred to the Committee on the
Executive Branch.
There is a one-page memorandum ac-
companying that proposal by Delegate
Singer.
