education next week. We will have our
next scheduled meeting Monday evening,
but I would like to call the attention of
the various chairmen of our subcommittees
that we would like to have a special staff
meeting prior to the Convention, about
3:00 P.M., over in their headquarters, so
may I request that the chairmen of the
various subcommittees please be present in
staff headquarters at 3:00 P.M. on Monday?

THE PRESIDENT: Are there any fur-
ther announcements by committee chair-
men?
Delegate Penniman?
DELEGATE PENNIMAN: Mr. Presi-
dent, I would like to remind the members
of the Committee on Style that there will
be a meeting at 3:15 P.M. on Monday, and
that one of the items on the agenda will
be the selection of a vice chairman.
THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: Mr. President,
the Committee on State Finance and Taxa-
tion will be met Monday immediately after
the session. I remind the Convention again
that on Tuesday, beginning at 10:00 A.M.,
hearings will be conducted on a series of,
I think seven proposals dealing with vari-
ous aspects of income taxes, and other
related taxes.
The sponsors have been invited to be
present, and we ask all of those who are
interested in any aspect of these proposals
to come to that hearing and make their
views known.
THE PRESIDENT: Any further an-
nouncements?
Delegate Moser?
DELEGATE MOSER: Mr. President,
with regard to the two public hearings,
citizens' hearings, if they can be so desig-
nated, that the Local Government Commit-
tee held, a more precise count of who was
there is the following. There were approxi-
mately 25 people at the evening session
last night, excluding members of the com-
mittee, and there were probably ten people
there this morning at the session that com-
menced at 9:15 A.M. I would estimate 10
or maybe 12. There were a total of about
13 persons who spoke. By way of explana-
tion of the type of publicity, there were the
small squibs in the newspaper, as you say.
In addition, some delegates I think spoke
to people in their home areas and did ask
them to come in. Some of these people
came in, some declined, and presumably a
number of people who want to be heard
will be heard at some subsequent time.
The committee will commence hearings
at 12:30 on Monday and at that time the
major subject would be the method of
granting powers to the counties; that is,
whether through expressed powers or the
residual powers approach.
The persons invited to speak at that time
are the Honorable Thomas Hunter Lowe,
Dr. Everstine, the Honorable Marvin Man-
del, and our President, Mr. Eney.
I call attention to the hearings, just by
generalization, during the next two days
following Monday, because of their im-
portance and general interest to the dele-
gates, I believe. Both days are going to be
devoted to metropolitanism and regional
government and I hope that these will be
well attended by delegates interested in
this phase of our hearing work. The pre-
cise speakers will be announced later on
the floor. They are presently listed on the
bulletin board outside the Public Informa-
tion Office, I believe.
THE PRESIDENT: Any further an-
nouncements by committee chairmen?
Delegate Vecera?
DELEGATE VECERA: Thank you, Mr.
President, for nominating me as chairman.
I hope I can stand up to the job and thank
you for having an Entertainment Commit-
tee. I think we need one.
I would like to say at this time if we
could possibly meet, this Entertainment
Committee could meet for a few minutes
around my desk after the Convention and
if any delegates have any proposals to
make regarding entertainment, especially
those of you who are so well versed in the
field of entertainment, please submit your
proposals within a week to our committee
and we will conduct hearings or whatever
on these proposals.

DELEGATE E. C. MURRAY: Mr.
President, immediately following our ad-
journment here, the Social Studies Teachers
of Anne Arundel County are invited to
meet the delegates from Anne Arundel in
