DELEGATE SCANLAN: Mr. Chairman,
I again request a roll call vote.
THE PRESIDENT: Is there any discus-
sion?
The question arises on the election of
Mrs. Agnes White Smith as a delegate to
the Constitutional Convention for the third
district of Baltimore City to fill the vacancy
created by the resignation of the Honor-
able Herbert R. O'Conor, Jr.
A vote Aye is a vote in favor of the elec-
tion of Mrs. Smith.
(Roll call vote was taken.)
THE PRESIDENT: Have all the dele-
gates voted now? Does any delegate desire
to change his vote?
(There was no response.)
If not, the Clerk will record the vote.
There being 129 votes in the affirmative,
none in the negative, the motion carries.
Mrs. Agnes White Smith is declared elected
as the delegate from the Third District of
Baltimore City.

DELEGATE VECERA: Mr. President,
I would like to request at this time that
the newly appointed delegates to this Con-
vention—I see one sitting in the gallery—
be invited to sit for the remainder of the
session with us this afternoon.
THE PRESIDENT: I would be delighted
to do that. I do not know who is in the
gallery. Are they behind me?
DELEGATE VECERA: I see Delegate
Ritter sitting there. I congratulate him. I
would like to have him sit with us for the
remainder of the afternoon. We have a
seat available for him.
THE PRESIDENT: Mr. Ritter, you will
come down to the floor.
We will be glad to receive him and intro-
duce him to the Convention.
DELEGATE VECERA: Thank you, Mr.
President.
THE PRESIDENT: Is Mrs. Smith by
any chance in the gallery?
While we are waiting for that, it gives
me pleasure to inform you that the very
lovely floral display on the rostrum is
placed there by Delegate Dorothy Scott
Murray. We thank her for that. |
DELEGATE BEALL: Mr. President.
THE PRESIDENT: Delegate Beall.
DELEGATE BEALL: A parliamentary
inquiry. I did not know that Delegate Ritter
was in Annapolis. I am delighted he is here,
and I would like to ask if it would be in
order to have him sworn in this afternoon?
THE PRESIDENT: I think it would be.
We will do so at the end of the proceed-
ings. if I can seek him out and get the oath
administered. We will do that.
Delegate Beall, I think it would be very
appropriate if you would bring Mr. Ritter
to the well of the chamber and introduce
him to the Convention.
DELEGATE BEALL: Mr. President,
fellow delegates, for your personal inspec-
tion, I present our newly elected delegate
who you so graciously have elected. I want
to introduce to you Mr. Harold Ritter, and
I ask that he be sworn in this afternoon.

MR. RITTER: Thank you. Mr. President
and fellow delegates. It will be indeed a
pleasure and a distinct honor to serve this
State. I am sorry that we have to lose such
a distinguished and able delegate as Mr.
Webster from Allegany County, but I will
do my best. although I have large shoes
to fill. I will be here working for the best
interests of the State of Maryland with you.
