DELEGATE HOPKINS: Mr. President,
fellow delegates, I wish to thank the gentle-
men of the delegation from the third dis-
trict for giving me the honor and privilege
to nominate Mrs. Agnes White Smith to
serve in the place of Delegate O'Conor.
Those of you who have had any associa-
tion with the third district in Baltimore
City probably know her already, because
she is one of our most active workers in
the community, particularly in relation to
the schools, but in many different phases
of community life. She also has some
teaching experience. Mrs. Smith is the
mother of five daughters, and she has con-
ferred to them her sense of civic duty and
responsibility, and the whole family works
on many things in the community, political,
civic, and other affairs.
Mrs. Smith has a great interest in the
Constitutional Convention. She was one of
the candidates for election last spring, and
she has been reading the draft and study-
ing the issues just as the rest of us have
been doing.
When she was not elected, the United
Democratic Women of Maryland, appointed
her to be their president, to watch the
proceedings down here and report back to
them, so she has been studying along with
us.
In summary, I think Mrs. Smith has the
ability we need down here to help us with
the job that has been assigned to us, and
she brings a broad point of view, and really
represents the interests of the people in
the third district.
There were 63 candidates in the election
in our district. Eight were elected. Mrs.
Smith was the ninth candidate.
Mr. President, I therefore nominate Mrs.
Smith.
THE PRESIDENT: Before we receive
the second to the nomination, does the
Clerk now have a copy of the report?

"The Report of the Select Committee
to Fill the Vacancy Caused by the Resig-
nation of Honorable Herbert R. O'Conor,
Jr.
"The Select Committee, C. Meredith
Boyce, John C. Byrnes, Francis X. Galla-
gher, Charney L. Harris, Anne D. Hop-
kins, Frank C. Robey, Jr., and G. Max-
well Armor, Jr., chairman, has met, in
accordance with Rule 7I [77],* to nomi-
nate to the Convention a person to fill
the vacancy occurring by reason of the
resignation of the Honorable Herbert R.
O'Conor, Jr., Delegate from the Third
District of Baltimore City.
"The Select Committee desires to sub-
mit to the Convention as its sole nominee
Mrs. Agnes White Smith of the Third
District of Baltimore City. Mrs. Smith
is a qualified person in accordance with
Section 7 of Chapter 4, Acts of 1967,
and a concise written statement of her
abilities and experience is attached
hereto.
"Mrs. Agnes White Smith resides at
323 Rossiter Avenue, Baltimore City,
Maryland. She is a native Marylander
and has lived in the third district of
Baltimore for many years.
"Mrs. Smith has been an untiring
worker and leader in community activi-
ties, many of which were school oriented.
She also has teaching experience. To the
Convention she brings a broad back-
ground of experiences with the people in
the community. She knows and is con-
cerned with their needs in government.
"Her interest in the Constitutional
Convention led her to run in the election
of the Delegates. There were 63 candi-
dates in the Third District of Baltimore
City among which eight were elected.
Mrs. Smith came in ninth. We therefore
believe she truly represents the wishes
of the voters."
THE PRESIDENT: Is there a second
to the motion for the election of Mrs. Agnes
White Smith as a Delegate from the Third
District of Baltimore City?
Delegate Cicone.
DELEGATE CICONE: Mr. President, I
would like to second the nomination of
Mrs. Agnes White Smith and also to state
that I am a fellow member of the Consti-
tutional Convention Committee of the
United Democratic Women of the State of
Maryland, serving with Mrs. Smith. She is
doing a marvelous job on this committee,
and I am sure she will prove a great asset
to this Convention, and I therefore second
her nomination.
THE PRESIDENT: Is there any
further seconds of the nomination?

ber assigned to the rule in the Rules of the
