on this issue and if the vote was against
the committee recommendation, to move
for a reconsideration of that vote in order
to offer an amendment.

The only other alternative the Chair
sees open to the sponsor of the amendment
would be to offer the amendment at the1
beginning of the uncontrolled debate. You
would then have a vote on the amendment
before you had a vote on the committee
recommendation. With that statement to
the sponsors or would be sponsors and to
the Committee of the Whole, I can let the
matter rest over the recess unless there is
a parliamentary inquiry with respect to
the announcement just made.

DELEGATE JAMES: Point of inquiry

on procedure. Assume for the purpose of
argument that the amendment were de-
feated, or the Committee Report were de-
feated, isn't the article still open for con-
sideration and wouldn't it —

THE CHAIRMAN: It would not then be
before us. The committee recommendation
would then be disapproved. The only other
course open other than the one the Chair
indicated would be the long1, tedious course
of proceeding through committee again
because proposals must come to the floor
either through the means of committee
recommendations or delegate proposals or
amendments and in this situation we have
nothing to amend. Delegate James.

DELEGATE JAMES: At the end of the
consideration of the article in the form
of a section?

THE CHAIRMAN: Under the debate
schedule under which we are operating
here, each of these recommendations is to
be considered separately and voted on
separately.

1 think the same result could be achieved
quite obviously if the motion for recon-
sideration were made, the mover would
have full opportunity to explain the pur-
pose and to explain the amendment he
wanted to offer. If the Committee of the
Whole wanted to consider it, they could
do so. Delegate James.

DELEGATE JAMES: In consideration
of the fairmincledness of this group, I am
sure we will all cooperate in this pro-
cedure.

THE CHAIRMAN: The Chair recog-
nizes Delegate Dukes.

DELEGATE DUKES: Mr. Chairman,
could we also reach the question of a vote
on this initial issue if we offer an amend-
ment to delete the section?

THE CHAIRMAN: I think that is equiv-
alent to simply a vote ot? disapproving: the
committee recommendation. I see no pur-
pose to he served by it. The Chair recog-
nizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move the Committee of the Whole rise
and report that it has not concluded con-
sideration of the Committee Recommenda-
tion SF2.

THE CHAIRMAN: Seconded.
(The motion was duly seconded.)

THE CHAIRMAN: All in favor, signify
by saying Aye; contrary, No. The Ayes
have it. So ordered.

(Whereupon, at (> P.M., the Committee of
the Whole rose, and. the Convention recon-
vened.)

THE PRESIDENT: The Convention will
please come to order.

On behalf of the Committee of the Whole,
the Chair reports it has had under con-
sideration Committee Recommendation SF-
2 and still has it under consideration and
desires leave to sit again.

Are there any announcements by com-
mittee chairmen? If not, any delegates
present now, not present at roll call, may
indicate their presence on the supplemental
roll call. The Clerk will record the supple-
mental roll call. The Clerk will record the
roll call.

Any further announcements? Delegate
Stern.

DELEGATE STERN: Mr. President, I
would like to take this opportunity to in-
form the Convention that Delegate Storm's
wife was operated on day before Thanks-
giving, returned home yesterday, and is
doing fine. All send her their best wishes.
