1718 CONSTITUTIONAL CONVENTION OF MARYLAND [Dec. 4]

THE PRESIDENT: Thank you. I might
say, Delegate Storm, that I am quite sure
all the delegates of the Convention realize
full well the strain under which you have
been operating under the past few clays
and they are with you one hundred per
cent.

Delegate Marion.

DELEGATE MARION: Mr. Chairman,
I do not believe Delegate Mason was here
when the roll call was taken earlier. He has
been forced to return to Baltimore. He has
been here during most of the afternoon.

THE PRESIDENT: The Clerk informs
me he noted Delegate Mason's presence
this afternoon.

Any other announcements?
Delegate Powers.

DELEGATE POWERS: Mr. President,
f move we adjourn until 7:30 P.M. tonight.

(The )notion 'was duly seconded.)

THE PRESIDENT: All in favor, indi-
cate by saying Aye; contrary, no.

The Ayes have it. It is so ordered.

(Whereupon, the Convention adjourned
at 6:03 P.M. to reconvene at 7:30 P.M. on
the same night.)

DECEMBER 4, 1967—7 :40 P.M.

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.

The delegates will please take their seats.
Roll call.
(Whereupon, Uie roll wan called.)
Have all delegates answered roll call ?
The Clerk will record the roll call.

There being a quorum present, the Con-
vention is in session.

The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.

DELEGATE POWERS: Mr. President,
I move that the calendar he amended so

that we may now consider Committee Re-
port C & A-1 and Resolution 19 to which
this is related.

THE PRESIDENT: Is there a second?
(Whereupon, the motion was seconded.)

THE PRESIDENT: All in favor signify
by saying Aye, contrary No. The Ayes have
it and it is so ordered. The calendar is
amended to consider C & A-1 at this time.

The Chair recognizes Chairman Powers.

DELEGATE POWERS: The C & A-1
is on everyone's desk. The report recom-
mends the adoption of Delegate Chabot's
Resolution 19 as amended. This resolution
simply extends the session of this Conven-
tion to and including January 12, 1968. We
have, as I say, recommended the adoption
of it with amendments. All we did was to
bring the "whereas's" in the resolution up
to the present date from November 7 when
the resolution was offered, and made one
or two technical changes. We had some fear
and trepidation when we attempted to
make technical changes in Delegate Cha-
bot's resolution, but I am pleased to say
that Delegate Chabot concurs in the amend-
ment as it now is and I, therefore, move
the adoption of the amendment to Resolu-
tion 19.

THE PRESIDENT: The Chair under-
stands that you move as a substitute for
Resolution 19 the language appearing on
page 2 of the Committee Report beginning
on line 17 and continuing to line 32?

DELEGATE POWERS: That is correct.

THE PRESIDENT: The Clerk will read
the resolution as amended.

READING CLERK: A Resolution to
extend the session of this Convention to
January 12, 1968.

WHEREAS the enabling act for this
Convention (L. 1967, c.4, Sec. 10) provides
that "the Convention by a vote of the ma-
jority of the whole number of delegates
[may extend] the session of the Conven-
tion to a date not later than January 12,
1968"; and

WHEREAS it has been made abundantly
clear that the work of this Convention
probably cannot be completed by Decem-
ber 12, 1967, except by unreasonable limi-
tations upon orderly and adequate consid-
eration of the provisions of our proposed
fundamental document; and

WHEREAS the extension proposed here-
in seems necessary for the Committee on
