1508 CONSTITUTIONAL CONVENTION OF MARYLAND [Nov. 30]

ments) General Provisions Committee Rec-
ommendation 1, which if finally adopted,
would enable the General Assembly of
Maryland to provide by law for a militia;
and

WHEREAS, said recommendation does
not specify the manner in which said militia
is to be organized, and

WHEREAS, there has arisen from the
banks of the Hudson a potential threat to
the honor and dignity of the citizens of
Maryland, necessitating the elimination of
such land forces; and

WHEREAS, it has long been recognized
that the control of the high seas (and the
Chesapeake Bay) is of utmost importance
to the safety of the people; now therefore
be it

RESOLVED, that the Constitutional
Convention of Maryland, on behalf of the
citizens of Maryland, the Board of Public
Works (by whatever name it may be
known) , the comptroller, attorney general
and treasurer (be they appointed, elected,
or expunged), offers its best wishes and
full support to the forces of the United
States Naval Academy in its annual war
on the gridiron, to completely and utterly
defeat (but not dismember) such members
of the other team who may happen to ap-
pear.

AND BE IT FURTHER RESOLVED,
that the rules of this Convention be sus-
pended in order that this Resolution not
be sent to the Committee on Style, Draft-
ing, and Arrangement, a highly effective
militia having been drafted by Coach Bill
Elias, war arrangement having been previ-
ously made, and a defeat of Army having
all the style it needs; and be it further

RESOLVED, that the cost of printing
this Resolution not be charged to the spon-
sors.

THE PRESIDENT: Delegate Kirkland.

DELEGATE KIRKLAND: Ladies and
Gentlemen of this Convention: I would like
to give credit where credit is due with rela-
tionship to the creativity and the imagina-
tion of this resolution. I think much credit
is due Ira Wagonheim and his staff and
they did a tremendous job.

Thank you very much.

THE PRESIDENT: Committee Recom-
mendation S&E-2.

The Clerk will read the recommendation.

READING CLERK: Committee Recom-
mendation S&E-2, by the Committee on
Suffrage and Elections, Helen L. Koss,
Chairman.

A RECOMMENDATION that Article II
of the Constitution dealing with Suffrage
and Elections shall include the following:

THE PRESIDENT: Committee Recom-
mendation S&E-2 is referred to the Com-
mittee of the Whole.

Minority Report R&P-1(C) will be read
by the Clerk.

READING CLERK: Minority Report
R&P-1(C), by Delegates Beachley, Bothe,
Burgess, Child, Dabrowski, Groh, Hard-
wicke, Kosakowski, Mitchell, Murray, Price,
Taylor, Weidemeyer and Willoner.

A MINORITY REPORT that the Decla-
ration of Rights contain an article entitled
"Freedom of Information" that shall read
as follows:

tributed.

DELEGATE PENNIMAN: I was
pleased to note when you asked how many
were going home, that none of the mem-
