THE PRESIDENT: Delegate Morgan.

DELEGATE MORGAN: Mr. Chairman,
the Committee on the Executive Branch
will meet tomorrow morning at 9:00 A.M.

THE PRESIDENT: Delegate Moser.

DELEGATE MOSER: There will be a
meeting of the Local Government Commit-
tee tomorrow during the 12:00 noon recess.

THE PRESIDENT: Are there any fur-
ther announcements by the committee chair-
man?

(There was no response.)

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move that we adjourn until 10:00 A.M.
tomorrow morning.

THE PRESIDENT: All those in favor,
signify by saying Aye; opposed, No. The
Ayes have it. It is so ordered.

We will adjourn until tomorrow morning
at 10:00 A.M.

(Whereupon, at 6:07 P.M., the Conven-
tion was adjourned to reconvene at 10:00

PRESIDING

THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.

The Convention will please come to order.

The invocation today will be offered by
the Reverend De Witt H. Loomis of Old
Durham Episcopal Church, Charles County.

Reverend Loomis.
REVEREND LOOMIS: Let us pray.

Almighty God, who alone givest wisdom
and understanding; inspire, we pray Thee,
the minds and hearts of all delegates to

this Constitutional Convention, to whom
thou has committed the responsibility of
creating a practical and effective modern
framework for the government of the peo-
ple of the State of Maryland. Give to them
the vision of truth and impartial justice
applied for the public good of all citizens.

By the might of Thy Spirit, break down
all barriers between people which may tend
to prevent this Convention from accom-
plishing the optimum instrumentality of
government: barriers of city versus rural
areas; barriers of race; barriers between
wealthy and poor; barriers of party;
barriers between business and labor; bar-
riers between the elderly and the young;
and all other ramparts standing between
Thy children and their brothers.

Grant that the rights of each group may
be upheld to the fullest, and encroached
upon to the least, that all citizens of Mary-
land may live and work together in peace
and order and in that true brotherhood
which comes only from the realization of
Thee as their one single Father.

Grant that each delegate may bring his
personal contribution of excellence to the
common treasury of a new Constitution
which will enable this State to go forward
in a new living way, in greater conformity
to the will of Jesus Christ our Lord; Who
liveth and reigneth with Thee and the
Holy Spirit one God, world without end.
Amen.

THE PRESIDENT: Roll call.
(The roll was called.)

THE PRESIDENT: Have all delegates
answered the roll call? The Clerk will re-
call the roll.

There being a quorum present, the Con-
vention is in session.

The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.

DELEGATE POWERS: Mr. President,
I move that the calendar be amended so as
to provide for resuming consideration of
Committee Recommendation EB-1 and, as
amended, that it be adopted.

(The motion was duly seconded.)

THE PRESIDENT: All in favor signify
by saying Aye; contrary, No. The Ayes
have it, and it is so ordered. The calendar
is adopted as amended.
