from delegating any powers to the lieuten-
ant governor.

THE CHAIRMAN: Delegate Morgan.

DELEGATE MORGAN: I did not un-
derstand that that was intended, no, sir.

THE CHAIRMAN: Delegate Sybert.

DELEGATE SYBERT: The wording.
That is what I took out of it. There was
not any intention to permit the legislature
to delegate any powers only such powers
as might be delegated by the governor with
the exception of those that might be men-
tioned in the last three or four lines?

THE CHAIRMAN: Delegate Morgan.

DELEGATE MORGAN: I think it would
be very easy to find some language that
would certainly permit the legislature from
delegating some power to the lieutenant
governor if that were determined to be a
desirable thing to do.

THE CHAIRMAN: The Chairman sug-
gests to the Chairman of the Committee
that the intention of the Committee is as
indicated, the language is susceptible to
contrary construction and it should be
clarified. You might consider it further in
light of the suggestion made. There is con-
cern expressed by enough of the delegates
to make it worth while to re-examine it.

Delegate Morgan.

DELEGATE MORGAN: We will re-
examine it.

THE CHAIRMAN: Are there any fur-
ther questions?

The Chair recognizes Delegate Powers.

DELEGATE POWERS: Mr. Chairman,
I move that the Committee of the Whole
rise and report that it still has under
consideration Committee Recommendation
EB-1.

THE CHAIRMAN: Ring the quorum
bell, please, Mr. Clerk.

All those in favor of the motion, signify
by saying Aye; contrary, No. The Ayes
have it. It is so ordered.

(Whereupon, at 6:00 P.M. the Committee

THE PRESIDENT: The Convention will
now come to order.

On behalf of the Committee of the Whole,
the Chair reports it has had under consid-
eration Committee Recommendation EB-1,
that it still has it under consideration and
that it desires leave to sit again.

The Chair recognizes Delegate Armor.

DELEGATE ARMOR: Mr. President
and delegates to the Constitutional Con-
vention: About a week ago one of the radio
stations stated I was in fact a prominent
Baltimore attorney, as you know I am not,
in fact, even an attorney, but my son who
wants to be an attorney is down here driv-
ing through the snow. I suggested if he
came here this afternoon he would see more
lawyers in action than he will ever see in
his life, so he has come down accompanied
by my wife and Senator Delia's wife. They
are all in the rear gallery, will you please
give them a warm welcome.

(Applause.)
THE PRESIDENT: Delegate White.

DELEGATE WHITE: Mr. President, I
think I observed a canine quadruped when
the renowned Delegate Dorsey was seated
in the gallery and now he is in the chamber
and I wonder if the canine quadruped has
been allowed to vote and I wonder, fur-
ther, if this is an indication that the
chamber is moving to the dogs.

THE PRESIDENT: The Chair recog-
nizes Delegate Kirkland.

DELEGATE KIRKLAND: I would like
to present to this convention before it
closes today, Resolution No. 23, in which,
to say the least, I want to protect the
troubled waters of Maryland and also to
protect ourselves from a land invasion, so
I would like to have that resolution read
to me.

THE PRESIDENT: Resolution No. 23.
