the resolution, to which I refer, although
the Committee discussed generally the sub-
ject matter that it embraces. I have not
had to poll all the members of the Com-
mittee on Rules but ones with whom I have
spoken would prefer the opportunity to con-
sider the proposed amendment and, there-
fore, I would respectfully request the Con-
vention's permission to defer the reading
and presentation of our Fourth Report at
this time and permit us to come back no
later than Friday with our report, having
taken into account the recommendations set
forth in Senator dark's resolution.
THE PRESIDENT: Delegate Scanlan,
the Chair would suggest that the report be
recommitted to your committee with in-
structions to report further at whatever
date you desire to fix in your motion.
DELEGATE BOYCE: Would Mr. Scan-
lan yield for a question, sir?
DELEGATE SCANLAN: Yes.
DELEGATE BOYCE: Could you pos-
sibly do this sooner? The delegation from
Baltimore City would like to get this prob-
lem straightened out as quickly as we could.
Could we do it by tomorrow afternoon?
DELEGATE SCANLAN: Yes. There is
a meeting of the Rules Committee this
afternoon to take up the non-controversial
matter with office Resolution No. 3, but as-
suming we can dispose of that in about ten
minutes, we can perhaps consider this ques-
tion. We will make every effort to report
to this Convention by tomorrow; today is
Tuesday. Thursday at the latest.
THE PRESIDENT: May I suggest to
Delegate Boyce that you not fix a time in
your motion, but leave it to the Committee
on Calendar and Agenda.
DELEGATE SCANLAN: I now move
that the fourth report of the Committee on
Rules, Credentials and Convention Budget
be recommitted to the Committee on Rules,
and that the committee promptly report to
this Convention at a time fixed by the Com-
mittee on Calendar and Agenda, both with
respect to the Fourth Report, and with re-
spect to the Clark Resolution, which was
circulated to the delegates today.
DELEGATE WHITE: Second the mo-
tion.
THE PRESIDENT: Delegate White.
DELEGATE WHITE: Mr. President, I
wonder if one of the proposers of this par-
ticular motion, of the proposed amendment,
would briefly give us the difference between |
the original resolution and the proposed
amendment, in order that I may vote on
the pending motion more intelligently.
THE PRESIDENT: Delegate White, the
Chair is now in doubt. Do you want the
substitute proposed by Delegates J. Clark,
James and E. J. Clarke, summarized for
you?
DELEGATE WHITE: Yes, sir.
THE PRESIDENT: You have a copy on
your desk, do you not?
DELEGATE WHITE: I do not.
THE PRESIDENT: I am sorry.
DELEGATE WHITE: I would like to

THE PRESIDENT: Just asecond,
please. The Chair was advised that copies
of the substitute proposal had been circu-
lated. Am I in error on that? Mrs. Marx,
are there additional copies available?
Delegate White, you desire this in order
to vote on the pending motion?
DELEGATE WHITE: That is right, sir.
It may be unnecessary for me to vote for
sending it back to the committee if we can
make the distinction at this time.
THE PRESIDENT: Delegate Scanlan,
are you sufficiently familiar with the pro-
posed substitute to summarize it very
briefly? I do not want to have the full dis-
cussion of the two proposals at this time.
DELEGATE SCANLAN: I have the
same reluctance. We would be entering upon
a debate that may never occur, or a debate
that will be repeated again when the matter
comes back, but as I understand it the
primary difference between the Clark Reso-
lution and the proposal advocated by the
Committee on Rules is that in a county
where there are less than four seats at the
Convention, the vacancy would be filled in
the following manner: The President would
request the county commissioners or council
to nominate a person to fill the vacancy.
This is a difference of substance, of
course; under the committee proposals, the
subcommittee would do the recommending
and it would have to put forward at least
two and not more than five names. I may
have oversimplified Senator dark's pro-
posal. I perhaps did not do it justice but
it is a significant change that the Rules
Committee would very much like to take
up before reporting back to you.
