are substantial, and are not confined only
to the matters mentioned. As I understand
Delegate Scanlan, you are saying the com-
mittee has not had the opportunity to see it.
DELEGATE SCANLAN: No. We just
saw it five minutes ago.
THE PRESIDENT: The question is on
the motion to recommit the Fourth Report
of the Committee on Rules, Credentials and
Convention Budget to that committee.

The question arises on the motion to re-
commit the Fourth Report of the Commit-
tee on Rules, Credentials and Convention
Budget to the committee with instructions
to report promptly, at such time as may be
fixed by the Committee on Calendar and
Agenda. All those in favor, signify by say-
ing, Aye; contrary, No. The Ayes have it.
It is so ordered.
The next item of business is the intro-
duction and first reading of proposals.

No. 162 to 193, inclusive.
Delegate Proposal No. 162. The Clerk
will read the proposal.
READING CLERK: Delegate Proposal
No. 162, by Delegate Boileau. Title,
A PROPOSAL that each senatorial dis-
trict shall be represented by the same num-
ber of senators, and each house district
shall be represented by one delegate.
THE PRESIDENT: Delegate Proposal
No. 162 is referred to the Committee on the
Legislative Branch.
Delegate Proposal No. 163. The Clerk
will read the proposal.

No. 163, by Delegate Gleason. Title,
A PROPOSAL that the legislature shall
consist of two houses, the Senate and the
House of Representatives; that the forty
members of the Senate shall be elected for
six years; that the one hundred and twenty
members of the House of Representatives
shall be elected for four years; that the
terms of the members shall be staggered so
that one-half of the House, and one-third
of the Senate shall be elected every two
years; and that the legislature shall con-
vene in regular session on the third Wednes-
day of January in each year, unless other-
wise prescribed by law.

Delegate Proposal No. 164. The Clerk

defeated at referendum, no law to accom-
plish the defeated law's effect shall be intro-
duced or passed by the General Assembly

feated referred law was made null and void.

A PROPOSAL that the office of cost ac-
countant be established to investigate state
operations for efficient management, and
that the head of this office should be ap-
pointed by the governor with the consent
of the Senate.
