REVEREND NABORS: Let Us Pray:
Eternal God, Thou who in Thy majesty
does rule and govern all the world, we do
humbly pray Thou will grant wisdom to
those assembled here. Grant unto them as
delegates to know and do Thy will. Fill
them with the love of truth and righteous-
ness and make them ever mindful of their
calling to serve Thy people. Let wise coun-
sel, calm thinking, and unselfish aims pre-
vail among them. Not only do we pray for
the Convention but we do offer our prayers
on behalf of the state and nation. We thank
Thee for those whom Thou has raised up
to defend our country. As Thou hast given
us great leaders to defend our liberty and
preserve our honor, and as Thou hast given
us great leaders in times of desperate night,
so continue to give to us wise and fearless
leaders in our time of need. Give us not
only great leaders but make us a great
people. May we ever be mindful of Thy
presence. We beseech Thee, guide the na-
tions of the world in the ways of justice
and truth and establish among them that
peace which comes from Thee. In the glory
of Thy name.

I move that the remainder of the report of
the Committee on Rules be dispensed with
and considered as a full reading.

Mr. Scanlan, just^a moment, please. The
Chair would like to announce to the Con-
vention at this time that we are honored
to have present with us in the rear gallery
the Honorable Mr. Seyse, member of the
Parliament of Ethiopia, present here today.

THE PRESIDENT: Mr. Seyse has been
spending the day with the Convention. He
has met many of you earlier in your com-
mittees, and he would very much like to
meet more of you after the session this
afternoon.

DELEGATE SCANLAN: Mr. President,
fellow delegates. We had intended at this
point to call for the agenda, and to present
to you the fourth report of the Committee
on Rules, Credentials and Convention
Budget. Now there has just been laid upon
my desk, and I believe on the desk of the
rest of you, a substantial amendment to the
proposed report, an amendment introduced
by the Vice-President of the Convention,
and several other sponsors. The Committee
on Rules has not had an opportunity to con-
