DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections will
meet immediately following the adjourn-
ment of the plenary session this afternoon,
and at 9:30 A.M. tomorrow morning. We
have scheduled a hearing on voting require-
ments. other than age. Both these meetings
will take place in the Baltimore City dele-
gation room, in the Shaw House, the meet-
ing immediately following this session being
a joint meeting with the Committee on the
Declaration of Rights. Thank you.
THE PRESIDENT: Delegate Sherbow?
DELEGATE SHERBOW: Mr. President,
immediately after this session the Commit-
tee on State Finance and Taxation will hold
a meeting. Tomorrow beginning at 10:00
A.M., we have scheduled Comptroller Louis
Goldstein who will speak on the subject of
the State bond issues and other matters re-
lating thereto, and immediately thereafter
the Director of the Budget of the State of
Maryland.
THE PRESIDENT: Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
tomorrow afternoon, Chief Judge Dulany
Foster will appear before the committee to
speak to us on the question of verdict in
both criminal and civil matters, and per-
haps touch on some other matters in con-
nection with jury trial, both criminal and
civil. The committee has tentatively drawn
up a complete list of dates for hearings, on
the various subjects with which it is con-
cerned. This is available at the Public In-
formation Office. I hope that all of the
delegates who might want to appear or sug-
gest witnesses in any of these areas of
personal rights check this list or check with
the committee. There is still, of course,
opportunity for people to be heard, but we
must draw a line somewhere, and I would
hope that people who do want to be heard
get in touch with the committee promptly.
THE PRESIDENT: Are there any
further announcements by committee chair-
men? The Chair recognizes Delegate Rybc-
zynski.
DELEGATE RYBCZYNSKI: Mr. Presi-
dent, in response to our discussion on Fri-
day afternoon, approximately twenty-five
Baltimore City delegates met for a few
minutes in the Baltimore City delegation
room, at which time it was decided to meet
tomorrow, Tuesday, at 12:30 P.M. We in-
vite all Baltimore City delegates to attend
at that time. We hope that all committee
chairmen will go along with us for a few
days so that we can get organized. We hope
to do some formal organizing tomorrow at
that time. Thank you, sir. |
THE PRESIDENT: The Chair recog-

DELEGATE BOILEAU: Mr. President,
I am honored to announce that on Saturday,
September 23 at 1:55 A.M., a boy was born
to Delegate Schneider and his wife, Helen,
8 pounds, 5 ounces. 20 inches long. They
have named him Eric Alan, and I would
like to make a note here: this is the third
week of the Convention; this is our third
child. I think we are well on our way to
becoming one of the most productive Con-
stitutional Conventions.

THE PRESIDENT: Are there any

DELEGATE HARDWICKE; Mr. Presi-
dent, I would like to report my presence,
