headed, President's Memorandum No. 13,
and deals with the assignment for study
and consideration purposes of provisions of
the present Constitution to the various com-
mittees; attached as the last half dozen
pages is the same material that is in the
first four pages but arranged by commit-
tees, so that you can see for each committee
what portions of the present Constitution
have been assigned for study.
Let me again repeat what I said on Fri-
day, that the effort has been made to assign
provisions of the existing Constitution to
committees for study in such a manner that
only one committee has the primary re-
sponsibility. Other committees have had
their attention called to provisions, in some
instances, even though they are not pri-
marily assigned that provision. Obviously,
we would hope that you are familiar with
all of the present Constitution and the pur-
pose of the memorandum is merely an ef-
fort to fix the responsibility for detailed
consideration of particular provisions.
Are there any announcements by com-
mittee chairmen? Delegate Boyer?
DELEGATE BOYER: Mr. President,
your Committee on General Provisions has
been meeting earlier today. We have had
some testimony today from Dr. Carnahan,
President of the School Superintendents.
We will meet again at 5:00 P.M., immedi-
ately after the session, to hear from Mr.
Richard Batterton, who is head of the
State Division of Juvenile Services. Hope-
fully, we will be able to get to dinner some-
time, but at 7:00 P.M. we will be hearing
from Dr. Glenn Robinson, Mrs. Jean Flan-
nagan, and then Dr. Richard Weigle, Presi-
dent of St. John's College, to talk to us at
9:00 P.M. this evening. We will meet again
tomorrow morning at 10:00 A.M. as usual,
and at that time, we will hear from Dr.
Zimmerman. I mention these names so that
anybody who might be particularly inter-
ested in any phase of this thorny thicket
can be our guest. Feel free to attend. We
will meet again tomorrow morning at 10:00
A.M. Thank you.
THE PRESIDENT: Are there further
announcements by committee chairmen?
Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch will meet
immediately following this session, and re-
sume hearings again tomorrow morning at
10:00 A.M. with Delegate Case as our first
witness tomorrow morning. Thank you.
THE PRESIDENT: Are there further
announcements? Delegate Moser?
DELEGATE MOSER: Mr. President, the
Committee on Local Government will next
meet tomorrow morning at 9:15 A.M. when
we will have as witnesses the Mayors of
Rockville and Takoma Park and also Green-
belt. We also are hearing from the Chair-
man of the Republican State Central Com-
mittee of Prince George's County, and at
11:15 A.M. Mr. William Coleman of the Ad-
visory Commission on Intergovernmental
Relations will be a witness.
The general subject continues to be state
and local unit interrelationships.
The schedule of this committee, that is,
the hearings scheduled for the rest of the
week, is available in the Public Informa-
tion Office and should also, I think, be avail-
able in your various committee rooms.
THE PRESIDENT: Delegate Morgan?
DELEGATE MORGAN: Mr. President,
the Committee on the Executive Branch
will meet immediately following the session
to resume its consideration of some of the
more formal matters with which we are
dealing. Tomorrow morning we are meeting
at 10:00 A.M., and we will hear from Mr.
Luetkemeyer, Treasurer of Maryland, and
will also hear from Mr. William Coleman
tomorrow.
THE PRESIDENT: Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen: the Committee
on the Legislative Branch had the honor to
hear from the Honorable Marvin Mandel,
Speaker of the House this afternoon, who
graces the gallery of this chamber this
afternoon. I am pleased to report to the
full Convention that the Committee had its
election for vice-chairman this afternoon,
and the Honorable George W. Della, former
President of the Maryland Senate was
elected Vice-Chairman of our Committee.
At 9:30 A.M. tomorrow morning our Com-
mittee will hear from Dr. Paul Cooper; at
the afternoon session, we will hear from
State Senator Harry Hughes, the Majority
Leader. We will also meet after this session
approximately five minutes after the recess.
I have a request to make of the President,
and that is, Mr. President, that every time
there is a meeting of the Rules Committee,
my committee gets decimated of its most
vocal and eloquent members. Consequently
when you are making up the Committee on
Public Information, please leave us a few
souls who will keep the fight going. Thank
you, sir.
