110 CONSTITUTIONAL CONVENTION OF MARYLAND [Sept. 21]
Similarly, we are trying to interest the
TV stations in operating a service of TV
programs at regular intervals to interest
the public in the work of the Convention,
and in this area, too, we would like to have
participation by delegates. If we succeed,
it will take some time to work out. We will
notify you and try to work out some ar-
rangements.
Are there any delegates present now
who were not present at roll call who de-
sire to indicate their presence?
DELEGATE BOYLES: I would like to
indicate my presence.
THE PRESIDENT: Delegate Boyles indi-
cates his presence. Delegate Beall?
DELEGATE BEALL: I would like to re-
port present.
DELEGATE MOSNER: Delegate John
Mosner would like to report his presence.
THE PRESIDENT: Do any other dele-
gates desire to report their presence ? If not,
the Chair will recognize Delegate Powers
to make his special motion for adjournment.
DELEGATE POWERS: Mr. President, I
move that we adjourn, adjourn in honor of
Delegate Quintin T. Eckenrode and Mrs.
Eckenrode who are celebrating their 25th
anniversary, until tomorrow, Thursday,
September 21, at 2:00 P.M.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon, at 2:50 P.M., the Convention
was adjourned to reconvene at 2:00 P.M. on
Thursday, September 21,1967.)

PRESIDING
THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The Convention will please come to order.
The invocation will be offered today by
the Reverend Nelson Veise, Mount Wash-
ington Presbyterian Church, Baltimore City.
Reverend Veise?
REVEREND VEISE: Let Us Pray:
Most gracious and eternal God, Thou who
art the fountain of wisdom and Whose law
is truth, we beseech Thee to guide and bless
this Constitutional Convention. Make them
wise in counsel, diligent in service. Remind
us all that in Thee we live and move and
that without Thee we can do nothing. May
the deliberations of this Convention be such
that Thy people may be blessed and Thy
name honored and glorified. These things
we ask in the name of the Father, and of
the Son, and of the Holy Ghost.
Amen.
THE PRESIDENT: I understand there is
a slight problem with part of the electrical
equipment in the State House, which is
being corrected, but that it is perhaps not
now in full operation. This may or may
not prevent the accurate operation of the
roll call machine. We will try the roll call
by the machine. If it does not operate, we
will do it by voice. Roll call.
(Whereupon the roll call was taken.)
THE PRESIDENT: Delegate Della.
DELEGATE DELLA: Present.
THE PRESIDENT: Delegate Gleason;
Delegate Mudd; Delegate O'Conor; Delegate
F. C. Robey; Delegate H. E. Taylor; Dele-
gate Wagandt; Delegate Webster are ap-
parently absent.
The Clerk will record the roll.
The Clerk will call the roll manually.
Please answer to your names.
(Whereupon the roll call was taken man-
ually by the Clerk.)
THE PRESIDENT: There being a
quorum present, the Convention is now' in
session.
The Chair recognizes Delegate Powers,
Chairman of the Committee on Calendar
and Agenda.
DELEGATE POWERS: Mr. President,
the daily Calendar and Agenda is on the
desk of all delegates. I move its adoption.
THE PRESIDENT: Is there a second?
(The motion was duly seconded.)
THE PRESIDENT: Is there any discus-
sion ?
(There was no response.)
All those in favor, signify by saying
Aye; contrary, No. The Ayes have it. It is
so ordered. The calendar is adopted.
The next item on the Calendar is the re-
