[Sept 20] DEBATES 109
introduce these proposals, so that I will not
get any unfair credit, I would like to have
the other Taylor designated as Lloyd Taylor,
and I will designate myself as Harry.
THE PRESIDENT: Delegate Taylor, the
Clerk is attempting to do this in every in-
stance. If he is not, I apologize for it. There
are at least a half dozen of these cases.
With respect to your valued report, we have
been pressing the printer on that. He prom-
ised he would have an additional two hun-
dred copies by noon today. Copies have not
arrived, although noon did. I sincerely hope
we will have at least that many more by
Friday, at which time he promised another
thousand copies; so you should then have
an ample number. I doubt if we will get a
thousand by Friday, but they should be here
by Monday.
I think that I have one copy in my
office, and if you do not mind a copy that
has my name on it, you can come by and
pick it up.
Just a few very brief announcements that
I should have made earlier that I did not.
I wanted to tell you that the officers and the
chairmen of the committees were guests
today at lunch of the Legislative Liaison
Committee. That Committee invited us to
join them to discuss with them their role
in assisting the Convention, and indicate
the manner in which they hoped to be of
some assistance. I will not detail that for
you now, but the chairmen of your com-
mittees will tell you just how that has been
worked out.
I believe, although I am not sure, that all
committee chairmen have now announced
the elections of their vice-chairmen. If I am
in error on this, and if any committees have
elected vice-chairmen and the announcement
has not been made on the floor, I would like
to call for it now. Delegate Boyer?
DELEGATE BOYER: Mr. President, un-
der the heading of committee announce-
ments, I would like to report to the house
that the Committee on General Provisions
is still considering the important problem
of education. As we indicated before, we
have broken this down into four broad cate-
gories, and I am happy to announce that
we have tentatively completed the category
of constitutional recognition. We now move
into the phase of public education, when we
have blocked out a solid week of hearings.
Hopefully, we can conclude this within the
next week. Tomorrow, the Committee will
meet on what we call Board of Education,
and in the morning, we will hear from the
President of the State Board of Education,
and the President of the State Association
of Local Boards of Education. Tomorrow
morning, we will hear from presidents of
local boards of education.
The committee will meet fifteen minutes
after this Convention adjourns today, and
again at 10 o'clock tomorrow morning,
sharp. Thank you, sir.
THE PRESIDENT: Delegate Koss?
DELEGATE KOSS: Mr. President, the
Committee on Suffrage and Elections has
scheduled the election of its vice-president
Friday morning.
THE PRESIDENT: Thank you. Delegate
Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch has scheduled its vice-presidential
election on Monday at 2:00 P.M.
THE PRESIDENT: Vice-Chairman elec-
tion. Is there any similar announcement by
committee chairmen? Delegate Powers?
DELEGATE POWERS: The Committee
on Calendar and Agenda will hold its meet-
ing on Friday, one half hour before the ses-
sion for the purpose of electing a vice-
president, among other things.
THE PRESIDENT: Delegate Kiefer?
DELEGATE KIEFER: Mr. President, the
Committee on Personal Rights and the Pre-
amble will elect a vice-chairman immedi-
ately after this meeting.
THE PRESIDENT: Are .there further
such announcements by the committee chair-
men? If not, I wanted to repeat one state-
ment that was made before the Committee
on Rules yesterday, having to do with the
matter of public relations.
We are endeavoring to work out a pro-
gram having as many as possible of the
delegates speak to various groups in their
own localities. We have received a number
of requests for somebody to speak on the
work of the Constitutional Convention, and
wherever possible, we would like to have
the delegate or delegates from that area
undertake this additional assignment. We
realize that in some instances it would be
an inconvenience and a burden, but it is a
very important part of the work of the
Convention, and we hope that when the re-
quest is forwarded to you that you will ac-
cept. If, for some reason, you cannot, please
notify the Information Service promptly so
that someone else can be scheduled.
