do not think it has been circulated yet. It
will be here in a few moments. We will take
that up after introduction and first reading
of proposals.
Delegate Proposal No. 108. The Clerk will
read the proposal.
READING CLERK: Delegate Proposal
No. 108, by Delegate Fox. Title,
A PROPOSAL that the prohibition
against lotteries be retained and enlarged
to prevent the initiation of a lottery by the
State or any of its political subdivisions.
THE PRESIDENT: Delegate Proposal

State Finance and Taxation.
Delegate Proposal No. 109. The Clerk will
read the proposal.

Constitution concerning vacancy in the of-
fice of a senator or a delegate be retained.

No. 110, by Delegate Chabot. Title,
A PROPOSAL that establishes a two-
house General Assembly; legislative dis-
tricts; the maximum size of each house; the
maximum number of senators and delegates
who may represent a district; the eligibility
requirements for legislators; the election,
term of office, and compensation of legis-
lators; the filling of legislative vacancies;
the control of each house over its members
as judge of their qualifications, selection,
and punishment; the immunity of legisla-
tors in civil and criminal proceedings; a
prohibition against the appointment of
legislators to certain offices; legislative ses-
sions; the number of members of a house
necessary to constitute a quorum; the or-
ganization of the General Assembly; the
manner in which bills shall be considered,
passed, and reconsidered after guberna-
torial veto; and a daily journal for each
house.
THE PRESIDENT: Delegate Proposal
No. 110 is referred to the Committee on the
Legislative Branch.
There should be on your desk accompany-
ing that proposal a memorandum of three
pages. Do you all have it? The Chief Page
tells me that the memorandum is not back
from the printers yet. It will be put on your
desks later.

Caldwell, Dulaney, Freedlander, Grum-
bacher, Hargrove, Hopkins, Kiefer, Leitzel,
Lord, Marion, Needle, Neilson, Pullen,
Schloeder, Schneider, Siewierski, Singer,
Sosnowski, Ulrich and Wagandt. Title,
A PROPOSAL that an instrument of
government for a county shall establish
single-member districts for the election of
members of that branch of the county gov-
ernment exercising legislative power; that
each such district shall be compact, consist
of adjoining territory, and be as nearly
equal in population to each other district
as practicable; and that each county legis-
lative member shall be elected by the quali-
fied voters of the district from which he
seeks election,
THE PRESIDENT:
I call to your attention the fact that the
names of two of the delegates sponsoring
this proposal have inadvertently been mis-
spelled and ask that you correct your copies.
Delegate Freedlander, the name needs a "d"
after "Free"; .Delegate Sosnowski, whose
name needs a "w". I am sorry for the error.
Delegate Proposal No. Ill is referred to
the Committee on Local Government.
Delegate Proposal No. 112. The Clerk will
read the proposal.

utive, and judicial powers of government
shall be forever separate and distinct from
each other.
