106 CONSTITUTIONAL CONVENTION OF MARYLAND [Sept. 20]
READING CLERK: Resolution No. 3,
by Delegate Malkus.
A RESOLUTION concerning the budget
and financial affairs of the Constitutional
Convention of 1967.
THE PRESIDENT: Resolution No. 3 is
referred to the Committee on the Rules,
Credentials and Convention Budget.
Are there any other resolutions? Are
there any other motions?
(There was no response.)
I understand that all of the proposals
which have been read across the desk today
have been reproduced and either have been
distributed or will be in a very few min-
utes. Delegate Scanlan?
DELEGATE SCANLAN: Mr. President,
I would like to move at this time that the
Convention extend its congratulations to
Delegate Rybczynski who, no matter how
much he is neglected on the board, has a
wife who gave birth to their ninth child this
morning.
(Applause.)
THE PRESIDENT: Delegate Rybczynski,
I am sure you want to record this remark
on the tape; so let us be sure your micro-
phone is working.
DELEGATE RYBCZYNSKI: So that I
will not forget it, Mr. President, just by way
of response and by way of explanation, not
only as to the cigars, although it might be
nice for me to distribute a cigar to each
desk, I did it symbolically by going north,
east, south, and west. I want you to know
I was not a cheapskate about this. I really
paid a dollar for each cigar. I get to keep
the watch that came with the cigars. Thank
you.
THE PRESIDENT: Are there any other
motions ?
If you have not already received Delegate
Proposal No. 107 and if you can stay for
just a few minutes after the session, it will
be on your desk.
I have just a very few announcements.
There are eleven delegates who have been
too shy to have their pictures taken across
the street in Room 310 of the State Office
Building. I have been requested to announce
their names. I will not do that. I think each
of you knows who it is. I would request that
you do so this afternoon if you can and if
not, the first thing tomorrow morning. This
is holding up the preparation of the roster,
which is very much needed.
In addition, one and apparently only one
delegate must submit to the photographer
again. Because of some technical defect, his
picture did not turn out. We will notify him,
and I will not speculate right now as to his
name.
I have mentioned before the transcripts
which are being circulated to you fairly
promptly; that is, the stenographic tran-
script of these proceedings. A number of
you have called to my attention, or to that
of other members of the staff, some errors,
either typographical or otherwise, in the
transcript. It is not necessary that these
errors be corrected on the floor. They are
largely errors of spelling or misunderstand-
ing of a name, or a matter of that sort. We
are, however, very anxious that the final
complete transcript which will be printed
be as free of all error as possible. I would
therefore urgently ask you when you read
the transcript, any part of it, if you note
an error of any kind, if you will simply
either pick up the phone and call one of the
secretaries in my office or drop a short
memorandum calling attention to the error.
All you have to do is give us the page and
line and very briefly what the error is. We
are accumulating these. Do not assume that
the error is so obvious that someone else
will pick it up, and therefore you do not
have to mention it, because it is quite often
these most obvious errors which are missed
by almost everyone; so no matter how
minor, no matter how inconsequential it may
seem, it would be a real service to the Con-
vention if you will take the trouble, either
to telephone my secretary or give me a
memorandum of it.
Are there any announcements by com-
mittee chairmen? Delegate Morgan?
DELEGATE MORGAN: Mr. President,
I am pleased to announce that this morning
the Committee on the Executive Branch
elected the Honorable Dale Adkins as its
Vice-Chairman.
THE PRESIDENT: Any other announce-
ments by committee chairmen? Delegate
Koss ?
DELEGATE KOSS: Mr. President, I
would like to announce at this point that
the next meeting of the full Committee will
be Friday morning, the 22nd, at 10:30, but
at the same time, I would like to announce
that we have scheduled what we refer to as
public hearings, hearings to which the gen-
eral public is invited to present their testi-
mony. These hearings have been scheduled
as follows:
