DELEGATE CARDIN: Mr. Chairman,
if I may, Proposal No. 106 was drafted by
members of the Suffrage and Elections
Committee. We would prefer that it be
referred to the Committee on Bill of Rights
and the Preamble.
THE PRESIDENT: I think the subject
matter of the proposal is within the prov-
ince of the Committee on Suffrage and
Elections, Delegate Cardin. Is there some
particular reason why it is desired that it
be referred to the Committee on Personal
Rights?
DELEGATE CARDIN: Perhaps because
we discussed it, and we do comprise the
Committee on Suffrage and Elections, and
we wanted the Bill of Rights Committee to
discuss it.
THE PRESIDENT: That can be accom-
plished in another way. Let me suggest
that we not change reference now. I would
like to discuss the matter after the session
with you and any others.
