son I want to bring these to your attention
is, if you have any correspondence on these
areas, I would appreciate it either if you
would let our committees have the name so
we can notify these people or, if you your-
selves will take the responsibility for so
notifying them. The first meeting is to be
held in the Baltimore City delegation room
at the Shaw House, September 26. The sub-
ject under consideration at that time will
be voting qualifications, except for age. The
second hearing is the 28th, Thursday, at
9:30 A.M., covering referendum, initiative
and recall; the third one, October 3 at 7:30
P.M., on voting age; and we have sched-
uled two sessions on that, because we an-
ticipate a great deal of public interest. The
second hearing on the same subject, the
next morning, October 4, at 9.:30 A.M. in the
morning. The last hearing, October 10, at
9:30 A.M. concerning frequency of elections
or other matters that go into deep cubby-
holes. At this point, I would like again to
urge each of you to make sure that those
people who are interested in this are aware
of these dates. We are asking if at all
possible that individuals who wish to testify
notify the Committee. However, testimony
of those people who do not register will
certainly be heard. Thank you, Mr. Chair-
man.
THE PRESIDENT: Are there any other
announcements? Delegate Kiefer?
DELEGATE KIEFER: Mr. President,
the Committee on Personal Rights and the
Preamble will meet immediately after this
meeting tomorrow morning. Tomorrow
morning at 10:30 A.M. we will conduct hear-
ings on the question of unanimous verdicts
in criminal cases and also civil cases, and
among the people testifying will be Dele-
gate Henderson as well as several repre-
sentatives of the Maryland State Bar As-
sociation. The Judicial Branch Committee
will have liaison with this. We will con-
tinue hearings on Tuesday afternoon, Sep-
tember 26, when Chief Judge Dulany Foster
of the Supreme Bench of Baltimore will be
here; and this, I hope, will be a joint hear-
ing with the Judicial Branch Committee. In
the meantime, if any of the delegates wishes
to appear on this question, or wishes to
have someone that he has in mind appear,
if he will notify the Chairman of the Ju-
dicial Branch Committee or our Committee,
we will accommodate him.
THE PRESIDENT: Are there any other
announcements by committee chairmen?
DELEGATE KIEFER: One more thing,
if you please, sir. This morning at a meet-
ing of the Committee, on a motion by Dele- |
gate Weidemeyer, seconded by Delegate
Price, and supported by Delegate Mitchell,
the Committee adopted a resolution unani-
mously commending the President of this
Convention on the very fine television ap-
pearance he made last night on behalf of
the Convention and its workers. While I
personally did not see this program, those
who did were most enthusiastic over the
good image that he presented to the public
for the work of this Convention and its
delegates.

DELEGATE GALLAGHER: Mr. Presi-
dent, ladies and gentlemen, the Committee
on the Legislative Branch will continue its
taking of testimony from members and
former members of the General Assembly
who are also members of the Constitutional
Convention, in H-8, fifteen minutes after we
adjourn today.
Tomorrow morning at 9:30 A.M. we will
hear Dr. Carl Everstine discuss the legis-
lative process, and at 9:30 A.M. on Friday
morning, George Wills, the Chairman of the
Wills Commission, will appear before the
Committee to discuss the Wills Commission

Committee on the Judicial Branch will re-
