mittees, et cetera. This is highly desirable
from the point of view of the Convention
and of the public. It is working, except for
the fact that there have been numerous
amendments to the calendar in the after-
noon. This has caused considerable difficulty
and in some instances, the published calen-
dar is not the final calendar.
I would greatly appreciate it if the chair-
man of each committee would make it the
rule and give priority to their approval,
final approval of the calendar, a few min-
utes before noon each day. Then the admin-
istrative assistant can have, in the hands of
the public information service, the calendar
finally approved and not subject to any
further change that day.
I realize fully that there will be times
when it is impossible to carry out the
scheduled calendar and we will have to make
changes but if you will make every effort
to finalize your calendar before 12:00 noon,
this will keep the changes to a minimum.
The Chair recognizes Delegate Powers.
DELEGATE POWERS: Mr. President, I
move we adjourn.
THE PRESIDENT: Just a minute, Dele-
gate Powers. Are there any delegates pres-
ent now who were not present at roll call
who desire to record their presence?
DELEGATE BOYCE: May I report my-
self as present?
THE PRESIDENT: Delegate Boyce. Are
there any other delegates?
(There was no response.)
Delegate Powers?
DELEGATE POWERS. I move we ad-
journ until tomorrow, September 20,
Wednesday, September 20, at 2:00 P.M., Mr.
President.
THE PRESIDENT: All those in favor,
signify by saying Aye; contrary, No. The
Ayes have it. It is so ordered.
(Whereupon at 2:28 P.M. the Convention
was adjourned to reconvene at 2:00 P.M. on
Wednesday, September 20, 1967.)
PLENARY SESSION
SEPTEMBER 20, 1967—2:00 P.M.
PRESIDENT H. VERNON ENEY,
PRESIDING
THE PRESIDENT: The Sergeant-at-
Arms will clear the aisles and close the
doors.
The Convention will please come to order.
The invocation today will be offered by
the Reverend Charles 1. Wallace. Reverend
Wallace.
REVEREND WALLACE: Let Us Pray:
Eternal God, God of our fathers, God of
all mercy and truth, above all the commo-
tion and confusion of the busy present with
its bewildering demands, we would now
turn aside to seek the quietness of Thy
presence. Following the example of the
nation's founders, we pause to lift our
thoughts above all pressing cares to the
contemplation of Thy infinite peace. In the
secret of Thy pavilion, we would now take
refuge and find our peace of mind and rest
within Thee. We invoke Thy blessings now
upon our leaders Thou hast ordained with
the leadership of this nation. We beseech
Thee, give understanding and humility and
wisdom to them who, in Thy name and for
the state's sake, are entrusted in this
chamber with the power of rewriting the
Constitution. In this trouble and uncer-
tainty, when the sails are rent by inner
strife and outward fear, teach us to be
anxious for nothing but to do our best. We
pray that Thou would strengthen us to do
our part—to think clearly, to speak kindly,
to act courageously and to walk in the light
as Thou art the light. And, when day by
day we have done faithfully the work that
Thou hast given us to do in quietness and
confidence, may we leave the result to Thy
unerring judgment. Hasten the day, we
beseech Thee, when we will arrive at truth
and justice, righteousness and peace. Then,
there shall rise to Thee the glad hymn from
all of Thy people. In Thy name we pray.
Amen.
THE PRESIDENT: Roll call.
(At this time the roll call was taken.)
THE PRESIDENT: Delegate Beall,
Delegate Boyles, Delegate Gleason, Delegate
Webb are apparently absent.
The Clerk will record the roll call.
There being a quorum present, the Con-
vention is in session.
I see that one must still read Rybczynski
for Grumbacher on the roll call board at
the left.
We will try to have that corrected to-
morrow if we can.
