100 CONSTITUTIONAL CONVENTION OF MARYLAND [Sept. 19]
clusion of the session to hear from Dr. Jean
Spencer of the governor's staff.
We have invited and we continue to ex-
tend an invitation to the members of the
legislature who are also delegates to the
Constitutional Convention to appear before
our committee tomorrow morning. Tenta-
tively. we may also have tomorrow morn-
ing, the former administrative assistant to
the Speaker of the California Legislature,
Larry Margolis, in which event we will move
the witnesses around a little bit in the
morning.
One suggestion was made by the com-
mittee today, Mr. President, and I pass it
along. It simply is this: that availability of
the house chamber be considered for hear-
ings in the event it can be done without
interfering with the normal processes.
THE PRESIDENT: May I inquire of
Delegate Gallagher whether the request for
the house chamber is because of the size or
because of the unavailability of the other
large hearing room ?
DELEGATE GALLAGHER: No, it is not
a question of unavailability but it was
thought that perhaps the house chamber
would lend itself to some of the larger hear-
ings as they go along.
THE PRESIDENT: Actually, as I under-
stand it, the principal hearing room, which
is normally the delegation room of the
Baltimore City delegation to the House of
Delegates, will accommodate more people
than the chamber, and the reason the offi-
cers suggested that the house chamber not
be used for hearings is because it is not
very well adapted to hearings, but also be-
cause the members have papers in their
desks, and we wanted to avoid interference
with those as much as possible.
Any further announcements by commit-
tee chairmen? Delegate Mudd?
DELEGATE MUDD: Mr. President, the
Committee on the Judicial Branch meets
again today at 3:00 P.M., at which time we
have the honor and privilege of hearing
from Chief Judge Hall Hammond of the
Maryland Court of Appeals. We will also
resume hearings tomorrow morning at 10:00
A.M. with the three witnesses scheduled in
the morning. Thank you.
THE PRESIDENT: Are there further
announcements by committee chairmen?
Delegate Boyer?
DELEGATE BOYER: Mr. President, it
is difficult to top Delegate Sherbow's his-
toric first announcement, but we would like
to take the opportunity to inform the house
that the General Provisions Committee has
a historic first to announce: that we have
met and selected and elected as our Vice-
Chairman, Delegate Charles Wheatley.
The General Provisions Committee will
meet this afternoon, ten minutes after we
adjourn here, and hear from Monsignor
Neumann and possibly from some labor rep-
resentatives as to the constitutional guar-
antees that should be in the educational part
of the constitution.
Tomorrow morning we will meet again
at ten o'clock and at that time we will hear
from representatives of the Maryland State
Teachers Association, perhaps the Baltimore
Teachers Union, and from some private
school representatives.
As you can see, we are trying to cover
all phases of constitutional recognition of
education. Thank you.
THE PRESIDENT: Any further an-
nouncements by committee chairmen? Dele-
gate Morgan?
DELEGATE MORGAN: Mr. Chairman, I
just wanted to announce that the Commit-
tee on the Executive Branch is meeting this
afternoon at three o'clock. We have two wit-
nesses this afternoon, the first of whom is
Mr. John Lauber. Tomorrow morning we
are going to meet and choose a vice-chair-
man.
THE PRESIDENT: Delegate Sherbow.
DELEGATE SHERBOW: Mr. President,
the Committee on State Finance and Taxa-
tion announces the election of Mr. Richard
W. Case as Vice-Chairman of this Com-
mittee. The Committee will continue its
hearings tomorrow morning in connection
with matters relating to the state bond
issues.
THE PRESIDENT: Are there any further
announcements by committee chairmen?
Delegate Scanlan?
DELEGATE SCANLAN: Mr. President,
the Rules Committee will meet right after
this session to consider the creation of a
committee on public information, the ques-
tion of excused absences, and a rule to fill
vacancies should they occur.
THE PRESIDENT: Are there any further
announcements by committee chairmen? If
not, I have one other announcement that I
have been requested to make by the Presi-
dent. As you know, they have been trying
to carry each morning and afternoon in the
