The question arises on the motion to
amend the calendar to permit the second
report of the Committee on Rules, Creden-
tials and Convention Budget to be received
at this time. All those in favor, signify by
saying Aye; contrary, No. The Ayes have
it. It is so ordered.
Mr. Clerk, do you have the report?
I am informed that after the commen-
tary was circulated yesterday, there was a
change made in the last page, and a re-
vised last page was placed on your desk.
You should, therefore, have an additional
unnumbered last page. You can tell it is
the last page because it has the typed sig-
nature of the committee.
The Clerk will read the report.
READING CLERK: Second report of
the Committee on Rules, Credentials and
Convention Budget, dealing with lobbyists.
THE PRESIDENT: The report is re-
ceived and referred to the Committee on
Calendar and Agenda.
Are there any motions and resolutions,
Mr. Clerk?
CHIEF CLERK: There are none, Mr.
President.
THE PRESIDENT: Any motions or
resolutions? If not, we will move to an-
nouncements.
I have been requested to announce, so
that the delegates and the committee chair-
men may know, that the staff meeting of
all committee staff advisers and administra-
tive assistants will be held on September
20, that is, Wednesday, at 2:00 P.M., in the
office of the Chief of Staff, Room H-105,
tomorrow at 2:00 P.M., for all committee
staff advisers and committee administrative
assistants.
Are there any announcements by com-
mittee chairmen? Delegate Sherbow?
DELEGATE SHERBOW: This being a
historic occasion, I would like to report a
first. The absence of Mr. Perry E. Darby is
due to the fact that early this morning his
wife gave birth to a little six and a half-
pound girl.
(Applause.)
THE PRESIDENT: Thank you very
much.
Are there any further announcements by
committee chairmen ? Delegate Penniman ?
DELEGATE PENNIMAN: I would like
to announce the meeting of the Committee
on Style, tomorrow afternoon, immediately
after the plenary session. It will be in Room
S-105, in the Court of Appeals Building.
THE PRESIDENT: Any further an-
nouncements by committee chairmen ? Dele-
gate Moser?
DELEGATE MOSER: Mr. President, the
Local Government Committee will meet 15
minutes after the close of today's session.
No witnesses will be heard. The schedule of
this committee for tomorrow is as follows:
at 9:00 A.M. we expect to have Mr. David
Scull and Mr. Mason Butcher, from Mont-
gomery County. That is at nine; and at
eleven, representatives of Prince George's
County. Mrs. Spellman is unable to be here
at that time, however. We also expect to
have witnesses from the Washington Sub-
urban Sanitary Commission and the Mary-
land National Capital Park and Planning
Commission at eleven. Tomorrow evening
at 7:00 P.M., representatives of Baltimore
County will be heard by this committee.
I will try to send a copy of our daily
schedule to each committee chairman so
that it may be posted in each committee
room. I understand that these are not now
being distributed but all committee sched-
ules are posted on the board outside the
assembly room here.
THE PRESIDENT: Delegate Kiefer?
DELEGATE KIEFER: At 3:00 P.M. this
afternoon, the Committee on Personal
Rights and Preamble will hold a hearing on
the questions: what matters should appro-
priately be included in the Declaration of
Rights and what matters should properly
be left to the discretion of the Legislature,
with special emphasis on whether the issue
of the abolition of capital punishment should
be determined by constitutional act or by
an act of the Legislature.
As previously announced, the speakers
today will be Professor Lewis D. Asper,
University of Maryland Law School, and
Professor Sanford J. Rosen. However, it is
anticipated that there will be enough in-
terest in this to use the senate chamber as
the hearing room. It will start at 3:00 P.M.
promptly, following conclusion of this meet-
ing.
THE PRESIDENT: Any further an-
nouncements? Delegate Gallagher?
DELEGATE GALLAGHER: Mr. Presi-
dent, the Committee on the Legislative
Branch will meet ten minutes after the con-
