DELEGATE SCANLAN: Mr. President, I believe the
Seventh Report of the Committee on Rules is on the desk
of the Clerk, and I would like to have it accepeted and
referred to the proper committee at this time. I don't
believe it has ever been read across the Clerk's desk.
THE PRESIDENT: Which Report is this?
DELEGATE SCANLAN: Seventh Report, dated
October 4, Mr. President.
THE PRESIDENT: The Seventh Report is the one
that was distributed today. It was on the Calendar and
stricken. I will ask the Clerk to read the Report.
MR. QUILLEN: The Seventh Report of the Com-
mittee on Rules, Credentials and Convention Budget, Octo-
ber 4, 1967. The Committee on Rules has considered Motion
No. 2, introduced by Delegates Johnson and Rybczynski.
