Delegate Proposal No. 269. The Clerk will

MR. QUILLEN: Delegate Proposal No. 269, by

4

Delegate Finch, A proposal that the Constitution provide

5

that it shall be mandatory for restitution to be made in

6

all false pretenses, and forgery criminal cases. The

7

purpose of this proposal being to minimize financial loss

8

to the victims within the business community.

THE PRESIDENT: Delegate Proposal No. 269 is

10

referred to the Committee on Personal Rights and The Pre-

11

amble.

Delegate Proposal No. 270. The Clerk will

13

read the proposal.

MR. QUILLEN: Delegate Proposal No. 270, by

15

Delegate Finch, A proposal that the Constitution authorize

16

the legislature to characterize all private and parochial

17

school tuitions as either tax deductible or as a tax credit

18

computed at a predetermined percentage of the tuition

19

expenses.

THE PRESIDENT: Delegate Proposal No. 270 is re-

21

ferred to the Committee on State Finance and Taxation.
