Delegate Finch, A proposal that the Constitution provide

that it shall be a criminal offense for any person receiv-

ing compensation from the State to solicit funds of any

kind from the public at large or from governmental employee:

a provision that any trial judge shall have continuing

disclosure warrants the immediate release of the defendant.
