DELEGATE SCANLAN: As I was saying, the resolu-
|

|
tion now before this body is offered to clarify an
|
8
|
ambiguity that arose as a result of the message adopted
|
9
|
at our organizing session. You will recall the resolution
|
10
|
by Delegate Sickles . The Convention approved the
|
11
|
authority of the President to engage employees of the
|
12
|
Convention and to fix their salaries . It is true that the
|
13
|
word, officer, could be assigned to mean different than the
|
14
|
word, employee; but I think the general intent at the time
|
15
|
was to permit you to engage officers under the same
|
16
|
authority that the Convention had bestowed on you to en-
|
17
|
gage employees, but if there is any doubt about it, let's
|
18
|
put it to rest. This resolution would authorize you to
|
19
|
engage the Secretary, the Chief Clerk, the Sergeant at
|
20
|
Arms, the Parliamentarian, and the Historian, and such
|
21
|
other officers as may be required in the future, and I
