THE PRESIDENT: Is there any further discussion?

DELEGATE BURDETTE: Mr. President?

THE PRESIDENT: Delegate Burdette.

DELEGATE BURDETTE: Mr. President, I should like

to ask if this rule, as proposed by the Chairman of the

7

Committee on Rules, does in effect permit the President

8

to create such other officers as may be necessary from

9

time to time; and if that interpretation can be placed

10

upon it, I should think that the rule should be amended

11

to leave the power to create the officer within the Con-

12

vention. A second question which I should like to ask

13

is whether or not this rule as worded --my next question

14

is to ask whether or not in the opinion of the Chairman

15

of the Committee and of the Committee, this rule as here

16

worded would permit the President to fill vacancies in

17

such other offices as the vice-presidency should there

18

become vacancies?

THE PRESIDENT: Delegate Scanlan?

DELEGATE SCANLAN: My answer to the first question
