THE PRESIDENT: Delegate Proposal No. 241

MR. QUILLEN: Delegate Proposal No. 242,
by Delegate Finch. A Proposal that the Constitution
contain a provision granting the Governor, subject to
the approval of the Legislature, power to enter into
negotiations and agreements with the Federal government
as to various powers reserved to the State.

is referred to the Committee on the Executive Branch.
