MR. QUILLEN: Delegate Proposal No. 240, by
Delegate Finch. A Proposal that the Constitution contain
a provision that the Governor have a Cabinet of not more
than twenty-five (25) departments to be determined by
the Legislature for coordinating the various functions
of the executive branch of government, including, but
not limited to the following: Agriculture, Banking,
Commerce, Education, Health, Insurance, Labor, Legal,
Natural Resources, Military, Public Safety, Public
Services, Science and Technology, Secretary of State,
Transportation, Treasury, and Welfare: with the heads
of such departments to be known as Secretaries who
are appointed by the Governor and confirmed by the :
Senate; and further, with functions of the executive
branch being allocated to the departments indicated.
THE PRESIDENT: Delegate Proposal No. 240
is referred to the Committee on the Executive branch.
Delegate Proposal No. 241. The Clerk will
read the Proposal.
