MR. QUILLEN: Delegate Proposal No. 245, by
Delegate Finch. A Proposal that the Constitution con-
tain a provision that the Governor be empowered to
create a State Office concerned with the coordination
of Federal, State, and local efforts in the field of
crime control (including, but not limited to the areas
of crime and delinquency prevention, detection, correc-
tion, and rehabilitation ), with the necessary powers to
carry out this role for public safety and minimumization
of crime and delinquency.
