because I didn't serve on your Committee and I didn't hear
all this debate.
It would seem to me if you did that, then you would
be restricting the Governor in his power to bring in an
executive order, you see, so I don't think you have to say
in 4.18 how it is going to be done.
I think you just have to say there that it is
going to be done. Then, in 4.19, you come to how it is
going to be done and you have your two procedures spelled oit.
It seems to me that that would be perfectly
consistent.
