MR. QUILLEN: Delegate Proposal No. 189, by
Delegate Finch, a proposal that the Constitution contain
a general provision providing for an "intrastate commerce"
clause, similar to the "interstate commerce" clause of
the United States Constitution, for harmonious control
of intrastate commerce with interstate commerce.
